ITEM 16: Resolution Ordering Construction of WRF Phosphorus Recovery Facility and Fixing a Date for Receiving of Bids on June 2, 2026 and Public Hearing on June 16, 2026, Engineer's Estimate is $56,000,000.00
Patrick Brown provided a presentation on the upcoming Phosphorus Facility project. Struvite is a mineral formation that occurs in the digesters, and causes clogs, reduction in digester capacity and biogas production. It is not easy to prevent or remove when formed, and Patrick noted instead of trying to prevent the formation of struvite, harvesting and selling the struvite as fertilizer would prevent the buildup in pipes and at startup produce approximately 2,500 tons which is estimated to be worth $1,250,000 per year. The WRF Phosphorus Recovery Facility includes construction of a phosphorus recovery system including a new phosphorus release building and new phosphorus recovery building, filtrate modifications and new filtrate holding tank and new hauled waste receiving tank. It was asked if the WRA is currently meeting any Phosphorus standards, and currently there are no Phosphorus requirements set in place, but it is possible that in the near future requirements could be in place. It was also questioned if the building was needed for the equipment, and Staff explained that due to Iowa's climate the equipment needs to be temperature controlled. WRA staff researched other cities with phosphorus facilities and completed site visits in Madison, Wisconsin & Chicago, Illinois. The engineer's estimate for the project is $56,000,000.00 and bids for the project are expected to be received on June 2, 2026, and will be brought forth to the Technical Committee at the June 9, 2026, meeting.
Jody Smith made a motion to approve Items 16. Tom Hadden seconded that motion. The motion carried with a vote of 19-0. Members voted yea: Duer, Schrock, Graber, McKenzie, McCoy, Voss, Hoff, Westergaard, Irlbeck, Hendrix, Pogge-Weaver, Porter, Huisman, Armstrong, Sassatelli, Garvey, Deets, Smith, Hadden. Members voted nay: none.

ITEM 17: Other Business
Patrick Beane noted that emails have gone out about a tour of the WRF, and to please reach to him if interested. The annual Audit is wrapping and the findings will be presented at the May 2026 Board Meeting.
