Marshall County Board of SupervisorsMINUTESThe Marshall County Board of Supervisors met for the regular meeting according to the posted notices in the Courthouse, First Floor Meeting Room, 1 East Main Street, Marshalltown, Iowa, and online via ZOOM. Chair Heil called the meeting to order on May 6, 2026, at 9:00 a.m. Present: Chair Jarret Heil, Vice Chair Carol Hibbs, Member Christian Goodman. Goodman moved to approve the agenda second by Hibbs. Motion carried 3-0.Hibbs moved to approve the Consent Agenda, second b y Goodman. Motion carried 3-0. Items: Approve previous regular session minutes – April 22, 2026; Approve previous special session minutes – April 29, 2026; Approve claims as audited and authorize the County Auditor and Recorder to issue payment of the same. The listing of claims paid at this meeting and all claims paid in the current month will be published as part of the first meeting of the following month. File Manure Management Plans: Providence 36 #68849, 29575 335 th St, New Providence, signed with changes; Cory Eldridge #65974, 2741 Brown Ave, State Center, signed with changes; Tamco Pork II LLC #58267, 3079 310th St, Gilman, signed with no changes. End of Consent Agenda.Approve Marshall County Employee Health and Prescription Drug Benefit Plan and Marshall County Employee Dental Benefit Plan Vision Rates.Health and Prescription Drug Benefit Plan: Single - $1,142.42; Employee plus one - $1,831.42; Family - $2,444.68. Dental Benefit Plan: Single - $42.30; Employee plus one - $84.60; Family - $96.46. Vision Benefit Plan: Single - $8.66; Employee plus one - $16.50; Family - $23.10. Motion by Goodman, second by Hibbs to approve the Marshall County Employee Health and Prescription Drug Benefit Plan and Marshall County Employee Dental and Vision Benefit Plan monthly rates for FY2027 as set out above. Nan Benson, Marshall County Auditor/Recorder, stated that the dental and vision plan rates had no change, however the health plan rate increased roughly 13-14%, meaning that the employee portion will increase 10%. Motion carried 3-0.Approve OPN Architects and Garling Construction Change Order #2 and Authorize the Chair to Sign.Motion by Hibbs, second by Goodman to approve OPN Architects and Garling Construction Change Order #2, including Change Order Requests #3, #4, #5, and #6 and authorize the Chair to sign. Lucas Baedke, Buildings and Grounds Director, provided clarification and stated that this is the official change order to the contract for the change order requests approved at the April 22nd Board of Supervisor meeting, totaling $7,149.89. Motion carried 3-0.Approve OPN Architects and Garling Construction Change Order Request #8.Motion by Goodman, second by Hibbs to approve OPN Architects and Garling Construction Contract Change Order Request #8: extension and change of exterior brake metal in the amount of $16,765.43. Baedke stated that this brake metal is going to be used around the windows on the exterior of the jail. Motion carried 3-0.Approve OPN Architects and Garling Construction Change Order Request #9.Motion by Hibbs, second by Goodman to approve OPN Architects and Garling Construction Contract Change Order Request #9: additional interior brake metal in the amount of $30,630.60. Baedke specified that this change order was at his request and that the brake metal will be used around the windows on the interior of the jail for a cleaner finish. Motion carried 3-0.Approval of Temporary Non-Limited Accrual of Vacation Time for Melanie Ewalt. Discussion, Possible ActionMotion by Goodman, second by Hibbs to approve a temporary non-limited accrual of vacation time due to the ongoing GIS program conversion for Melanie Ewalt, GIS Specialist, until March 2027. Benson provided clarification and James Nehring, Marshall County CIO, gave additional information regarding the request and stated that the vacation accrual will be monitored paycheck to paycheck. Motion carried 3-0.Approve Engagement Letter for Real Estate Matters and Authorize the Chair to Sign.Motion by Hibbs, second by Goodman to approve an engagement letter for Real Estate Matters and authorize the Chair to sign. Benson clarified that this letter is a housekeeping item requested by Ahlers & Cooney for assistance with a real estate matter. Motion carried 3-0.Public Forum. Benson stated that the Public Test for the June 2 nd Primary Election was held on Tuesday, May 5th and that voting will begin on May 13th . Goodman recognized that May is Mental Health Awareness month.Adjournment. The next regular session is scheduled for Wednesday, May 20, 2026 at 9:00 a.m., at the Courthouse, 1st Floor Meeting Room, 1 E Main Street.
