The Tama County Board of Supervisors met at 8:30 a.m. April 20, 2026. Present: 1st District Supervisor, Curt Hilmer; 3rd District Supervisor, Heather Knebel; 4th District Supervisor, Mark Doland and 5th District Supervisor, Curt Kupka. Also, Tama County Auditor, Karen Rohrs, and members of the public. 2nd District Supervisor, David Turner, joined the meeting by Teams.
The Pledge of Allegiance was recited.
Motion by Turner, seconded by Knebel to approve the agenda. Discussion: None. All voted aye. Motion carried.
Interim engineer, Nick Amelon, gave a roads project report.
At 8:58 am the Board held a public hearing to receive comments on the proposed county budget for Fiscal Year 2026-2027. Motion by Kupka, seconded by Hilmer to open the public hearing at 8:58 am. All voted aye. Motion carried. There were members of the public present. Public comments: No written comments were received and there were no comments from the public present. Motion by Knebel, seconded by Turner to close the public hearing. Chairman Doland closed the public hearing at 8:59 am. All voted aye. Motion carried. Motion by Hilmer, seconded by Turner to approve the total amount of property taxes levied at $13,507,904, an increase of $414,630 from last year due to increased assessed property value and to approve the following resolution. Discussion: None.RESOLUTION 4-20-2026AThe Board of Supervisors of Tama County hereby approves and adopts the 2026-2027 fiscal year budget making the total property taxes levied $13,507,904. The Board further notes that the budget was published in official newspapers for Tama County and orders the budget to be certified and filed with/by the Tama County Auditor, as required by law.Roll Call Vote: Hilmer, aye. Motion by Hilmer, seconded by Knebel to approve the minutes of the April 13 th regular meeting. Discussion: None. All voted aye. Motion carried.
Public Comments: Public comments were heard from Karen Murty, Robert Kienzle, Richard Arp, and Gerald Husak. Public comment time closed at 9:07 am.
The Board met with Skip Lowe and Lacey Anderson from North Risk Partners who gave a report on the county health plan renewal.
Motion by Hilmer, seconded by Knebel to approve the Auditor's Quarterly Report. Discussion: None. All voted aye. Motion carried.
Motion by Knebel, seconded by Kupka to approve the following resolution regarding HomeBase Iowa qualifications. Discussion: None.RESOLUTION 4-20-2026BA RESOLUTION ESTABLISHING QUALIFYING GUIDELINES FOR THE HOMEBASE IOWA – TAMA COUNTY HOUSING ASSISTANCE PROGRAM WHEREAS , the State of Iowa has established the HomeBase Iowa initiative to attract and retain military service members and veterans within the State of Iowa; andWHEREAS , Tama County, Iowa, has previously been designated as a HomeBase Iowa County ; andWHEREAS , while Tama County has participated in the HomeBase Iowa program, the Tama County Board of Supervisors has not previously adopted formal written guidelines establishing qualification criteria or benefit amounts for county ‑ level housing assistance; andWHEREAS , the Tama County Board of Supervisors desires to adopt clear, consistent, and transparent qualifying guidelines for housing assistance provided through the HomeBase Iowa – Tama County program;NOW, THEREFORE, BE IT RESOLVED BY THE TAMA COUNTY BOARD OF SUPERVISORS: Section 1. Program Purpose This resolution establishes qualifying guidelines for housing assistance offered through the HomeBase Iowa – Tama County program for eligible current and former members of the United States Armed Forces who relocate to or have recently relocated to Tama County, Iowa.Section 2. Types of Assistance Subject to the availability of funds and approval by the Tama County Board of Supervisors, the following assistance may be awarded:1. Home Purchase Relocation Assistance
A one ‑ time payment of $2,500 to eligible applicants who relocate to Tama County, Iowa and qualify under the homeownership provisions of this resolution for a residential property located within Tama County.2. Home Rental Assistance
A one ‑ time payment of $1,250 to eligible applicants who relocate to or have recently relocated to Tama County, Iowa and rent a residential dwelling within the county.Section 3. Eligibility Requirements An applicant must meet all of the following requirements:A. Military Service Qualification ·Be a former member of any branch of the United States Armed Forces with a discharge other than dishonorable , or·Be a current member of any branch of the United States Armed Forces, including Active Duty, Reserve, or National Guard status.B. Residency or Relocation Qualification ·Currently reside outside of Tama County, Iowa; or·Have relocated to Tama County, Iowa within the past ninety (90) days ; or·Be actively relocating to Tama County, Iowa.C. Housing Qualification 1. Home Purchase Assistance To qualify for home purchase relocation assistance, one of the following conditions must be met:·The applicant is listed as an owner on the recorded deed of a residential property located within Tama County, Iowa; or·The property is jointly owned , and the applicant is listed on the recorded deed along with another individual, including a spouse; or·The residential property is titled solely in the name of the applicant's legal spouse , provided:oThe applicant and spouse are legally married at the time of application; andoThe property serves as the primary residence of the applicant within Tama County, Iowa.Loan or mortgage documents may be held by the applicant, the spouse, or jointly; however, ownership interest or spousal ownership as described above shall be required .2. Rental Assistance To qualify for rental assistance:·The applicant must be a named tenant on the executed lease, or·The lease may be held solely in the name of the applicant's legal spouse, provided the applicant resides in the leased dwelling as their primary residence in Tama County, Iowa.Section 4. Proof and Verification Applicants shall submit documentation sufficient to verify eligibility, including but not limited to:·Proof of military service or current service status;·Proof of relocation status or prior residence;·A recorded deed, mortgage documentation, or other ownership records;·An executed lease agreement, if applying for rental assistance;·Proof of marital status when qualification relies on spousal ownership or leasing.No funds shall be distributed until all required documentation has been received and verified by Tama County.Section 5. Application and Authorization 1. All applicants must submit a completed HomeBase Iowa – Tama County application.2. Each application shall be considered and approved by majority vote of the Tama County Board of Supervisors at a duly noticed public meeting.3. Assistance is limited to a one ‑ time award per applicant , unless otherwise authorized by the Board.Section 6. Administration The Tama County Board of Supervisors may direct county staff to administer the HomeBase Iowa – Tama County program and develop application forms, verification procedures, and administrative guidelines consistent with this resolution.Section 7. Karen Rohrs, Auditor, asked the Board to approve a transfer of $448,420 from the Vienna TIF Fund to the Debt Service Fund to cover the bond payment due on June 1 st . These are funds collected from property taxes to cover this expense. Motion by Hilmer, seconded by Turner to approve the following transfer of funds. Discussion: It was said that there are about 5 more years left on these bonds and that this is a yearly transfer.RESOLUTION 4-20-2026CBE IT RESOLVED, that the Tama County Board of Supervisors approves the transfer of $448,420 from the Vienna TIF Fund (0015) to the Debt Service Fund (2100) as requested by the Tama County Auditor.Roll Call Vote: Hilmer, aye. The Tama County Public Health Director along with members of the Tama County Public Health Board returned to submit a new budget to the Board of Supervisors. The Board of Health has decided to decertify public health due to limited staffing. As a result, they will no longer be able to serve Medicare/Medicaid patients. Motion by Hilmer, seconded by Knebel to approve the public health/home health budget presented today. Discussion: The Board of Supervisors would like to see reports throughout the next fiscal year from public health. Hilmer, Knebel, Doland and Kupka voted aye. Turner abstained from voting. Motion carried.
Motion by Kupka, seconded by Turner to approve the regular claims for payment as presented in the amount of $166,479.38 and the health fund claim payment in the amount of $5,168.00. Discussion: None. All voted aye. Motion carried.
New Business: Supervisor Knebel informed the Board that she along with the treasurer, recorder, and auditor attended the Economic Development Outlook Breakfast last week. She stated that economic growth starts here, and it was a good opportunity to network.

Motion by Hilmer, seconded by Knebel to adjourn the meeting. All voted aye.
