MINUTES OF THE COUNCIL, 
VICTOR, IOWA, MAY 6TH, 2026
The city council met in special session at City Hall at 5:30 P.M. Present were council members, Craig, Faga, and Rhinehart, Smith and Sternhagen. Mayor Eric Refer called the meeting to order. 
First on the agenda was a tour of the Water Treatment Plant. Joel told the council members the process from beginning in the well to the end distribution process. 
Josh Scanlan from HRGreen went through the water analysis study that was done. He gave great detail on how our water system works. He then presented 4 different alternatives, and financing options. The council will review and have a special meeting with Nick for more questions. 
Poppy proclamation has been signed for the day of May 25th, 2026.
Eric stated he would have more information and updates at the next meeting. 
Motion Faga, second Smith to adjourn the meeting. Aye: Craig, Faga, Rhinehart, Smith, and Sternhagen. Nay: None. Motion carried. Meeting was adjourned at 8:33 P
