OPEN PUBLIC MEETINGS ACT NOTICE NORTH JERSEY TRANSPORTATION PLANNING AUTHORITY, INC. REQUEST FOR PROPOSALS FY 2026 Essex and Bergen Counties Local Concept Development Studies The North Jersey Transportation Planning Authority, Inc. (NJTPA), the Metropolitan Planning Organization for the 13 counties in northern New Jersey, is announcing a Request for Proposals for consultant assistance for the preparation of two Concept Development studies being advanced through its Local Capital Project Delivery (LCPD) Program. This program is consistent with the Project Delivery Process implemented by the New Jersey Department of Transportation (NJDOT). Through this RFP, the NJTPA is seeking to engage in one firm to provide professional consultant services for two separate studies. The contract will include the joint Essex/Hudson County, Jackson Street Bridge over the Passaic River in the City of Newark and Township of Harrison; and, Bergen County, Passaic Street Bridge over the Passaic River in the Cities of Garfield and Passaic. Primary tasks to be performed by the consultant shall include, but are not limited to data collection, community outreach, development of the purpose and need statement, development of alternatives, selection of preliminary preferred alternative and NEPA (National Environmental Policy Act) classification. The NJTPA invites all qualified firms with experience in this area to submit proposals for this project. A copy of the RFP can be downloaded from the NJTPA website at: www.njtpa.org (click on Get Involved >Business Opportunities>RFPs or may be requested in writing by email to Angellita S. Young at young@njtpa.org. Questions about the RFP must be placed in writing and emailed to Sarbjit Kahlon at skahlon@njtpa.org, with a copy to young@njtpa.org. Copies of all submitted questions and any replies will be made available on the RFPs webpage on the NJTPA Website. The deadline for inquiries is March 12, 2026. A pre-proposal informational meeting, which is strongly recommended for all interested firms, will be held on March 5, 2026, at 2:00 PM (ET) through a virtual meeting. Instructions on how to attend will be posted to the RFP's webpage. Please RSVP if you plan to attend this meeting by contacting NJTPA by email at skahlon@njtpa.org and mslump@njtpa.org. Federal and state procurement regulations apply to this contract. If awarded, the successful firm awarded the contract shall be required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. The NJTPA in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. 2000d to 2000d-4) and the Regulations, hereby notifies all interested parties that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit proposals in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award."
