NEW JERSEY TRANSIT (NJ TRANSIT) NOTICE TO PROPOSERS REQUEST FOR PROPOSAL (RFP) NO. 0000198 NEWARK LIGHT RAIL ADA & STATION MODERNIZATION NJ TRANSIT is requesting Proposals from qualified consulting firms to provide Preliminary Design, Preliminary Engineering, Final Design, and Construction Support Services for the Newark Light Rail with the intention of awarding a contract to the organization(s) whose Proposal offers the best value to NJ TRANSIT, price and other factors considered. To obtain the RFP and all proposal documents, interested firms must register with the Electronic Bidding Platform, Bid Express at www.bidexpress.com. There is no cost to register or upload a proposal. NJ TRANSIT Pre-Proposal Conference will be held utilizing a telephone and video conference via Microsoft Teams, scheduled for the date and time specified in Attachment D (subject to change by Addenda) to the RFP, for the purpose of discussing general information relating to the project. The RFP Instructions and Attachment D list all deadlines and requirements for submitting Proposals. In accordance with Interim Final Rule, effective October 3, 2025 (90 F.R. 47969) be advised that there is no Disadvantaged Business Enterprise (DBE) goal assigned to this procurement.
