NJ TRANSIT seeks proposals for facility maintenance services at Newark Penn Station.

NJ TRANSIT  NOTICE TO PROPOSERS  REQUEST FOR PROPOSAL (RFP) No. 25-612  Facility Maintenance and Management Services Contract Newark Penn Station and Newark Light Rail Mezzanine   NJ TRANSIT is requesting Proposals from qualified firms to perform facility maintenance, operations and management services for NJ TRANSIT's Newark Penn Station & Newark Light Rail Mezzanine at Penn Station with the intention of awarding a contract to the Contractor(s) whose Proposal is most advantageous to NJ TRANSIT, price and other factors considered.  To obtain the Request for Proposal (RFP) and all proposal documents, interested firms must register with Bid Express at www.bidexpress.com. There is no cost to register or upload a proposal.   NJ TRANSIT's Pre-Proposal Conference will be held utilizing a telephone and video conference via Microsoft Teams, which is scheduled for the date and time specified in Attachment D (subject to change by Addenda) to the RFP, for the purpose of discussing general information relating to the project.   The RFP Instructions and Attachment D list all deadlines and requirements for submitting Proposals. Technical Proposals and Cost Proposals must be received on or before June 4, 2026, at 11:00 A.M., via Bid Express.   NJ TRANSIT further requires that its Contractor(s) agree to take all necessary and responsible steps in accordance with N.J.S.A. 52:32-17 et seq. N.J.S.A 52:32-31.1 et seq., N.J.A.C. 17:13-1.1 et seq. N.J.A.C. 17:14-1.1 et seq., and other applicable laws and regulations to ensure that Small Business Enterprises (SBEs)/Disabled Veteran-Owned Businesses (DVOBs) have the opportunity to participate in the performance of this Contract. A Twenty-Two Percent (22%) Category 3 SBE/DVOB Goal has been assigned to this project.
