BID NOTICE
SECTION A
NOTICE TO BIDDERS
Sealed proposals for Proposed Water Supply Improvements for The Farms And Old Post Road Water Districts will be received by the Town Board of Bedford, New York, at the Office of the Town Clerk, Town House, 321 Bedford Road, Bedford, New York 10507, until June 5, 2026 at 10:00 A.M. and immediately thereafter the bids will be publicly opened and read aloud in said office.
The work shall consist of furnishing all labor, materials and equipment necessary to install a treatment building, mechanical, electrical, plumbing, site and drainage work. Other related work shall include submersible well pumps, a filtration system, a chlorination disinfection system, and an ultraviolet (UV) treatment system, as well as preparing, restoring and cleaning the project area all in accordance with the plans and Specifications as directed by the Engineer and Town. The project is located adjacent to David Lapsley Road in the Town of Bedford. The project must be completed by March 31, 2027.
This project is being completed with grant funds from the New York State Environmental Facilities Corporation (EFC). Therefore, all work performed by the Contractor will be subject to all applicable grant requirements. Grant requirements can be found in Appendix A. Contractors must provide proof that MBE/WBE requirements provided in the Specifications have been adhered to.
Contract Documents, including Notice to Bidders, Instructions to Bidders, Wage Rates, Bid Documents, Agreement, Special Notes, Specifications, Contract Drawings, and any Addenda, may be examined, on or after April 24, 2026, 2:00 P.M., at no expense, on the Town of Bedford’s website (https://bedfordny.gov/Bids.aspx) between April 24, 2026 and June 5, 2026. Contractors that obtain Contract Documents from the Town’s website must notify the Town, by emailing highway@bedfordny.gov, in order to be placed on the official Plan Holder List, to receive Addenda and other Bid correspondence. Bids received from Contractors other than those on the official Plan Holders List will not be accepted.
A non-mandatory pre-bid meeting is scheduled for May 14, 2026, 9:30 A.M., at the site. If the Contractor cannot attend the meeting and would like to become familiar with the site, please contact Kevin Winn, P.E. to schedule a site visit as the site is located on private property and site visits will be scheduled by appointment only.
No questions or inquires regarding this bid will be accepted within six (6) business days prior to bid opening.
Any addenda will be emailed from the Town to Bidders listed on the official Plan Holders List. An emailed response from the Bidder, to the Addendum sent by the Village will act as proof that the Bidder received the Addendum. In addition, to an emailed response, Bidders must acknowledge receipt of all Addenda by signing and dating each Addendum on the Bid Form. Failure of any Bidder to receive any such Addendum or interpretation shall not relieve such Bidder from any obligation under this Bid submittal. All Addenda so issued shall become part of the Contract Documents.
Questions regarding the Contract Documents should be directed to George Pommer, P.E. of James J. Hahn Engineering, P.C. either through email (gpommer@hahn-eng.com) or by telephone (845-279-2220). Bidders shall promptly notify Mr. Pommer of any errors, omissions, conflicts, or ambiguity within the Contract Documents within five (5) days of bid opening.
All bids must include the completed Bid Form, Non-Collusive Bidding and Disbarment Certifications, and Lobbying Certifications. This is a unit price bid as described in the Instructions to Bidders. No bidder may withdraw his/her bid within forty-five (45) calendar days after the actual date of opening thereof.
Bids shall be made on the separate Bid Proposal Forms furnished with the Specifications and must be accompanied by a Bid Bond acceptable to the Town or a certified cashier's check drawn on a solvent bank in the amount of not less than 5% of the total amount of the Bid. Checks shall be made payable to the Town of Bedford, New York, and are to be held by the Town as a guarantee for the proper execution and delivery of the Contract and bonds to secure the faithful performance thereof. In default of such execution and delivery of Contract and Bonds, the amount of the deposit represented by the check shall be forfeited to and retained by the Town of Bedford as liquidated damages.
Proposals shall be enclosed in a sealed envelope bearing the name and address of the Bidder, addressed to the Town of Bedford, The Town House, 321 Bedford Road, Bedford Hills, New York and endorsed “Proposed Water Supply Improvements for the Farms and Old Post Road Water Districts” Town of Bedford, New York.
The Town of Bedford reserves the right to reject any and all Bids, to waive any informality in any Bid, and to award the Contract to other than the lowest Bidder if deemed in the best interest of the Town to do so.
