Request for Professional Architectural / Engineering Services The People First [also known as the Utica Municipal Housing Authority] will receive and consider sealed proposals to provide a Professional Architectural / Engineering services for the modernization of two existing elevators at Marino-Ruggiero Apartments. The Proposal must be enclosed in a Sealed Envelope bearing on the outside the name of the Architectural / Engineering Firm and the work item to which the proposal is related, and must be received by the Modernization Department, No Later than 11:00A.M., on Thursday, May 21 , 2026 at the People First’s Administrative Offices, located at Perretta Twin Towers, 509 Second Street, Utica, New York 13501. No proposals will be accepted after this time. A Pre-Bid Meeting will be held on Wednesday, May 13, 2026 @ 2:00pm , at Perretta Twin Towers’ People First’s Board Room, located at 509 Second Street, Utica, New York 13501. The purpose of this site meeting is to outline the concerns of the Owner as well as to answer any questions that the Architectural /Engineering Firms have concerning the Proposal. Scope of Work: Provide all Professional Architectural/Engineering (A/E) Services necessary to prepare plans and specifications for the modernization and upgrades to both existing elevators for bidding and implementation. Request for Proposals and Contract Terms and Conditions may be obtained during normal business hours at the Administrative Offices of the People First or email for a copy of the A/E Request For Proposal to at JAlbanese@PeopleFirstNY.org or MWittman@PeopleFirstNY.org . The Owner reserves the right to reject any or all bids. The People First [also known as the Utica Municipal Housing Authority] may reject any and all proposals, re-advertise, postpone, or cancel this Request For Proposal at any time at its discretion. The People First has the right to waive any and all formalities related to this Request for Proposal.
