ADVERTISEMENT FOR BIDS SURFACE TREATMENT AND STRIPING OF EXISTING BASKETBALL AND TENNIS COURTS IN PIXLEY PARK, CITY OF UTICA ONEIDA COUNTY, NEW YORK Sealed Bids for the construction of Starch Factory Creek Infrastructure Repairs will be received by Board of Contract and Supply, City Hall, 1 Kennedy Plaza, Utica, New York 13502 . Bids will be received, until 3:30 pm local time on May 21, 2026 , at which time the Bids received will be publicly opened and read. The Project includes Surface Treatment and Striping of Existing Basketball and Tennis Courts at Pixley Park, a City owned park in West Utica, more particularly described in the specifications. The Issuing Office for the Bidding Documents is the Board of Contract and Supply “ via the “Avalon Plan Room.” The Contract Documents may be viewed and ordered through the Avalon Plan Room website at: www.avalonplanroom.com in the “Public Bid” section. If you do not have internet access or have questions on ordering from the site, please contact Avalon Document Services at (315) 471-3333. Drawings can be picked up at any of Avalon Document Services’ locations. A non-refundable fee made payable to Avalon Document Services will be required to obtain an electronic version of the Project Manual and Plan Sheets (Contract Documents). Cash payments will not be accepted. Only official plan-holders are eligible to bid on the project. Only official planholders are eligible to bid on the project. Subcontractors, suppliers, equipment vendors, etc. will also be required to submit the non-refundable payment in order to receive the Electronic Download of the Project Manual and Plan Sheets (Contract Documents). If bidders wish to purchase a USB Flash Drive with an electronic version or printed copies of the Contract Documents, they may be obtained through Avalon at their own expense. Only official planholders will be allowed to obtain a USB Flash Drive with an electronic version or printed copies of the Contract Documents. Bid security shall be furnished in accordance with the Instructions to Bidders. Bids will be accepted only from Bidders who obtain Bidding Documents from the Issuing Office (via Avalon Plan Room) and are duly registered on the List of Bidders. Bidders shall submit proof of qualifications to perform the Work as described in the Instructions to Bidders. The City of Utica reserves the right to waive any formalities and to reject any and all bids. The project is in part funded by a grant from the Clean Water, Clear Air, and Green Jobs Environmental Bond Act of 2022, Through Article 58, Title 5 of the Environmental Conservation Law. All bidders are subject to the terms of the State of New York Contract for Grants – Standard Terms and Conditions, which can be found online at https://grantsmanagement.ny.gov/state-agency-resources Issuance of the bid proposal was resolved by the Board of Contract and Supply on April 23, 2026.
