Request for Professional Architectural / Engineering Services








The People First [also known as the Utica Municipal Housing Authority] will receive and consider sealed proposals to provide a Professional Architectural / Engineering services for the following project:

1. New Windows for Gillmore Village, Building “D” only; and

2. New Windows for Humphrey Gardens, Building “A” only

The Proposal must be enclosed in a Sealed Envelope bearing on the outside the name of the Architectural / Engineering Firm and the work item to which the proposal is related, and must be received by the Modernization Department, No Later Than 11:00A.M., on Thursday, May 21 , 202 6 at the People First’s Administrative Offices, located at Perretta Twin Towers, 509 Second Street, Utica, New York 13501. No proposals will be accepted after this time.

A Pre-Bid Meeting will be held on Wednesday, May 13, 2026 @ 2:00pm , at Perretta Twin Towers’ People First’s Board Room, located at 509 Second Street, Utica, New York 13501. The purpose of this site meeting is to outline the concerns of the Owner as well as to answer any questions that the Architectural /Engineering Firms have concerning the Proposal.

Scope of Work: Provide all Professional Architectural/Engineering (A/E) Services necessary to prepare plans and specifications for the design, bidding and implementation of the following:

1. New Windows for Gillmore Village’s Building “D”, located at 929 Hillcrest Avenue, Utica; and

2. New Windows for Humphrey Gardens’s Building “A”, located at 225 Herkimer Road, Utica.

The Owner reserves the right to reject any or all bids.

The People First [also known as the Utica Municipal Housing Authority] may reject any and all proposals, re-advertise, postpone, or cancel this Request For Proposal at any time at its discretion.
