NOTICE OF JOINT PUBLIC HEARING SUPPLEMENTAL DRAFT GENERIC ENVIRONMENTAL IMPACT STATEMENT AND PROPOSED 2026 DOWNTOWN OVERLAY ZONE (DOZ) AMENDMENTS NOTICE is hereby given that the Council of the City of New Rochelle, New York, will hold a Public Hearing pursuant to Chapter 331 of the Code of the City of New Rochelle, Section 239-m of the General Municipal Law of the State of New York, and Sections 277.61 and 277.71 of the County Administrative Code, and the State Environmental Quality Review Act (SEQRA) 6 NYCRR Part 617.12 on Tuesday, April 14th, 2026 at 7:00 P.M., in the Council Chamber, City Hall, 515 North Avenue, New Rochelle, New York, on the Proposed action, as follows: The City of New Rochelle has prepared a Supplemental Draft Generic Environmental Impact Statement (SDGEIS) analyzing the Proposed Action which consists of amendments to Article XXII Chapter 331-175, “Downtown Overlay Zones,” of the City of New Rochelle Zoning Code, and revisions to the City’s Official Zoning Map. On February 17, 2026, the New Rochelle City Council adopted a resolution finding the SDGEIS complete for public review. The purpose of this hearing is to receive public comments on the Proposed DOZ Amendments, as well as to receive comments on the SDGEIS. All persons interested are invited to attend said Public Hearing or submit written communications via email to: SEQRComments@newrochelleny.com or by mail in care of: Kevin A.
