CITY OF NEW ROCHELLE PUBLIC HEARING NOTICE Notice of 30-day Public Comment Period from April 15, 2026 through May 15, 2026 and Public Hearing on May 12, 2026 for Substantial Amendments to the 2020-2024 Action Plans and 2019-2026 CDBG Budgets In accordance with the City’s Citizen Participation Plan, as required by the U.S. Department of Housing and Urban Development (HUD), substantial program amendments to New Rochelle’s Community Development Block Grant (CDBG) Annual Action Plans resulting from changes to the purpose, scope, location or beneficiary of an activity, require a Substantial Amendment and allows for a 30-day Public Comment Period and Public Hearing. To advance public safety, accessibility, and infrastructure improvements throughout New Rochelle, the Department of Development proposes reallocating unused Community Development Block Grant (CDBG) funds from prior program years, and a portion of 2026 funding to direct additional resources to priority projects, including citywide ADA Sidewalk and Roadway Improvements and Downtown Gateway Improvements. The City is proposing to amend its 2020-2024 Annual Action Plans and 2019-2026 CDBG Budgets as follows: • Repurpose $666,445 for ADA Sidewalk and Roadway Improvements, supplementing the $150,000 already allocated in the 2026 budget. • Repurpose $170,928 for Downtown Gateway Improvements, and • Realign $103,744 in unused administrative funds from prior years within the Façade Improvements Program to direct program expenses A 30-day public comment period will extend from April 15, 2026 through May 15, 2026. A Public Hearing will be held on May 12, 2026 at 7:00 p.m. in City Council Chambers, City Hall, 515 North Avenue. City Council is expected to act on the proposals to amend the 2020-2024 CDBG Annual Action Plans and 2019-2026 CDBG Budgets at the Regular Legislative Meeting on May 19, 2026. Written comments will be received until May 15, 2026 and can be sent to Nancy Ranilla, Sr. Community Development Specialist, City of New Rochelle, 515 North Avenue, New Rochelle, NY 10801 at email: communitydevelopment@newrochelleny.com. The City will make reasonable accommodations and services necessary for sensory-impaired and disabled citizens at the public meeting.
