NOTICE OF THE PUBLIC BUDGET HEARING, THE ANNUAL MEETING AND ELECTION OF THE SOUTHERN CAYUGA CENTRAL SCHOOL DISTRICT
NOTICE is hereby given that a Public Budget Hearing of the qualified voters of the Southern Cayuga Central School District (the "District") for the purpose of discussion of the expenditure and budgeting of funds for the 2026/27 school year will be held at the Southern Cayuga High School Auditorium, 2384 Route 34B, Poplar Ridge, New York, on Monday, May 11, 2026 at 6:00 pm.
NOTICE is also given that the Annual Meeting and Election of Board of Education members, and vote upon the propositions and appropriation of the necessary funds to meet the estimated expenditures for the 2026/27 school year, by voting machine, will be held on Tuesday, May 19, 2026, at the Southern Cayuga District Office, 2384 Route 34B, Poplar Ridge, New York, between the hours of 7:00 am and 9:00 pm (EDST).
NOTICE is also given that a copy of the statement of the amount of monies and the tax exemption report required for the 2026/27 school year for school purposes may be obtained seven days before the budget hearing date, at the District Office and at the main office of each school building between the hours of 9:00 am and 4:00 pm each weekday, except Saturdays, Sundays or holidays during the fourteen (14) days immediately preceding the annual meeting.
NOTICE is also given that two members of the Board of Education will be elected due to the expiration of the terms of Rachel McCarthy and Timothy Pallokat. The candidates receiving the highest number of votes will be elected to a three-year term, beginning July 1, 2026.
NOTICE is also given that the candidates for the office of Board of Education member shall be nominated by petition. Petition forms may be obtained from the Clerk of the District at the District Office. The petitions must be directed to the District Clerk, must be signed in ink by at least 25 qualified voters of the district, must state the residence of each signer, and must state the name and residence of the candidate.
NOTICE is also given that petitions nominating the candidate(s) for Board of Education member must be filed in the office of the District Clerk no later than 5:00 pm on Monday, April 20, 2026.
NOTICE is also given that at said annual election to be held on May 19, 2026, the polls will be open to vote by voting machine, or if machines are not available, by paper ballot, on the following items:
PROPOSITION for 2026/27 PROPOSED BUDGET
Shall the proposed budget of the Southern Cayuga Central School District as recommended by the Board of
Education for the fiscal year beginning July 1, 2026, be adopted and shall the Board of Education be authorized
to levy the necessary taxes therefore?
PROPOSITION for the PURCHASE OF NON-ELECTRIC STUDENT TRANSPORTATION VEHICLES in 2026/27
Shall the following resolution be adopted, to‑wit: RESOLVED, that the Board of Education of the Southern C ayuga Central School District, Cayuga and Tompkins County, New York, is hereby authorized to purchase NON- electric student transportation vehicles including incidental equipment and expenses in connection therewith, at an aggregate maximum estimated cost not to exceed $607 ,000 therefore, and that the $607 ,00 , or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District shall be issued?
PROPOSITION to FUND AURORA FREE LIBRARY
TAKE FURTHER NOTICE that the following proposition shall appear on the ballot: Shall the Southern Cayuga Central School District levy and collect a tax separate and apart from the annual school district budget, pursuant to Section 259 of the Education Law of the State of New York, in the sum of $102,500.00 (which is an increase of $10,000.00 from the levy in effect from 2025-2026 in the sum of $92,500.00) for the continuing support and maintenance of the Aurora Free Library, with this appropriated amount to be the annual appropriation until thereafter modified by a future vote of the electors of the Southern Cayuga Central School District?
PROPOSITION to FUND HAZARD LIBRARY ASSOCIATION
TAKE FURTHER NOTICE that the following proposition shall appear on the ballot: Shall the Southern Cayuga Central School District levy and collect a tax separate and apart from the annual school district budget, pursuant to Section 259 of the Education Law of the State of New York, in the sum of $79,325.00 (which is an increase of $10,000.00 from the levy in effect from 2025-2026 in the sum of $69,325.00) for the continuing support and maintenance of the Hazard Library Association, with this appropriated amount to be the annual appropriation until thereafter modified by a future vote of the electors of the Southern Cayuga Central School District?
PLEASE TAKE FURTHER NOTICE that qualified voters of the District may obtain applications for an absentee or early mail ballot from the office of the Clerk of the District. Completed applications must be received by the Clerk of the District no later than 4:00 pm on May 18, 2026 and must be received no later than 4:00 pm on May 12, 2026 if the absentee ballot or an early mail ballot is to be mailed to the voter. Completed applications received after 4:00 pm on May 12, 2026 will require the voter to personally appear at the office of the Clerk of the District to receive an absentee ballot or an early mail ballot. A listing of all persons to whom an absentee ballot or early mail ballot is issued will be available for inspection by any qualified voter of the district in the office of the District Clerk between the hours of 8:00 am and 4:00 pm through May 19, 2026, except Saturdays, Sundays or holidays.
PLEASE TAKE FURTHER NOTICE that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at 315-364-7211 or handm@southerncayuga.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 4:00 p.m. on April 24, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail.
