GENESEE ORLEANS WYOMING COUNTIES PUBLIC NOTICE New York State Department of Environmental Conservation Notice of Complete Application Date: 04/20/2026 Applicant: ARG SERVICES OF WNY INC. 366 WASHINGTON ST ALBION, NY 14411 Facility: ARG TRANSFER & RECYCLING 366 WASHINGTON ST Albion (Orleans), NY 14411 Application ID: 8-3420-00085/00001 Permits(s) Applied for: 1 - Article 27 Title 7 Solid Waste Management Project is located: in ALBION in ORLEANS COUNTY Project Description: The Department has received an application from ARG Services of WNY Inc. (ARG Disposal & Transfer) to modify their Solid Waste Management Facility permit. The facility is located at 366 Washington Street in the Village of Albion, NY and is currently permitted to receive and transfer up to 150 tons per day of non-hazardous construction and demolition (C&D) debris, clean wood, brush, concrete and clean hard fill, metal (as part of C&D), and shingles. The applicant is requesting to include the acceptance and transfer of municipal solid waste and recyclables in their permit and to increase the facility’s maximum throughput of materials to 350 tons per day. Garage doors would be installed on the south wall of the pre-existing 8000 square foot processing building. No other major site improvements are needed to accommodate the proposed permit modification. Proposed operating hours are 7:00 a.m. to 5:00 p.m., Monday through Friday, and 7:00 a.m to 1:00 p.m. on Saturdays. Availability of Application Documents: Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person.State Environmental Quality Review (SEQR) Determination Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was not performed. SEQR Lead Agency None Designated State Historic Preservation Act (SHPA) Determination The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity.
