ARDSLEY UNION FREE SCHOOL DISTRICT LEGAL NOTICE OF BUDGET HEARING, ANNUAL ELECTION, AND BUDGET VOTE NOTICE IS HEREBY GIVEN that the vote upon the appropriation of necessary funds to meet the estimated expenditures of the District for the 2026-2027 school year and the election of two (2) trustees of the Board of Education, for the period of July 1, 2026 to June 30, 2029 (currently held by Mitchell Kleinman and Viktoriya Paroder), will be held in the Ardsley High School Building in said District situated on Farm Road in the Village of Ardsley, Westchester County, New York, on Tuesday, May 19, 2026, between the hours of 6:00 a.m. and 10:00 a.m. and 2:00 p.m. and 9:00 p.m. local time. NOTICE IS FURTHER GIVEN that a public hearing for the purpose of presenting the proposed school budget for the 2026-2027 school year will be held in the Ardsley High School Library, in said District, on May 5, 2026, at 7:00 p.m. A copy of the statement of the amount of monies which will be required for the 2026-2027 school year for school purposes may be obtained upon request by the residents at 500 Farm Road commencing April 28, 2026, except Saturday, Sunday or holidays between the hours of 9:00 a.m. and 4:00 p.m. AND NOTICE IS FURTHER GIVEN that a copy of the statement of the amount of monies which will be required for the 2026-2027 school year for school purposes may be obtained by any resident in the District during the fourteen (14) days immediately preceding the Annual Election except Saturday, Sunday or holidays, at each of the following school houses, in which school is maintained between the hours of 9:00 a.m. and 4:00 p.m.: Concord Road Elementary School, Concord Road Ardsley Middle School, Ashford Avenue Ardsley High School, Farm Road Ardsley Central Office, Farm Road A copy of the Budget shall also be available at any public or free association library in the District and on the District website. AND NOTICE IS FURTHER GIVEN pursuant to Real Property Tax Law, Section 495, an exemption report detailing exemptions from real property taxation shall be available and appended to any tentative/preliminary or final budget, and shall be available on the District website. NOTICE IS FURTHER GIVEN that the following propositions will be on ballot at the Annual District Meeting on the May 19, 2026: PROPOSITION – USE OF CAPITAL RESERVE FUNDS Shall the Board of Education (The “Board”) of the Ardsley Union Free School District (The District”), Westchester County, New York be authorized to replace the boilers, replace or upgrade HVAC systems, upgrade building management systems, and flooring, as needed, at some or all of the three school buildings; replace the pool dehumidifier at Ardsley Middle School and the scoreboard at the AHS field, including associated work in connection therewith, at a maximum estimated cost of $5,000,000, with the amount of $5,000,000 from the Capital Reserve Fund 2017, hereby authorized to be expended to pay for the cost of the Projects, such expenditure and the transfer of such funds are hereby approved; provided that the costs of the components of the Project may be reallocated among such components if the Board determines that such reallocation is in the best interest of the District. PROPOSITION – ESTABLISHMENT OF CAPITAL RESERVE FUND Shall the Board of Education of the Ardsley Union Free School District, Westchester County, New York, be authorized to establish a capital reserve fund in accordance with the provisions of Education Law section 3651, to be designated “Capital Reserve Fund-2026”, for the purpose of financing all or a portion of the costs of District-wide capital improvements including site work, construction, reconstruction, renovation and equipping of school buildings and facilities, including original furnishings, equipment, machinery, apparatus, planning costs, and incidental improvements in connection therewith, and for the purchase of buses, including necessary equipment and infrastructure, and incidental work and expenses in connection therewith; the maximum term will not exceed ten (10) years from the date of its establishment; the maximum principal amount of the fund to total $10,000,000, plus accrued interest and investment earnings thereon; the source of the funding to be budgetary appropriations from time to time, unappropriated unassigned fund balance in the general fund at the end of each fiscal year, transfers from other available reserves in accordance with existing law, and/or other funds legally available to the District. The following condensed form of the Proposition to Establish Capital Reserve Fund will appear on the ballot at the Annual District Meeting, as follows: Shall the Ardsley Union Free School District be authorized to establish a capital reserve fund, to be designated as the “Capital Reserve Fund-2026” for District-wide improvements, construction, reconstruction, renovation and equipping of school buildings and facilities, and for the purchase of buses, necessary equipment and infrastructure, including incidental improvements and expenses related to the above purposes, at a maximum amount of $10,000,000 and a maximum term of 10 years, to be funded by budget appropriations, unappropriated unassigned fund balances at the end of each fiscal year, funds transferred from other existing reserves and other funds legally available to the District? AND NOTICE IS FURTHER GIVEN that petitions nominating candidates for the Board of Education must be filed with the Clerk of the School District not later than Monday, April 20, 2026, by 5:00pm. Each petition shall be directed to the District Clerk, shall state the name and residence address of the candidate, shall state the residence address of each signer, and shall require at least 25 signatures of qualified voters. AND NOTICE IS FURTHER GIVEN that applications for Early Mail Ballots and Absentee Ballots for election of Board Members and the school budget vote may be obtained at the Office of the District Clerk. An application for an Early Mail Ballot or Absentee Ballot must be received by the District Clerk no earlier than thirty days (30) days and no later than seven (7) days before the Annual Election (by May 12, 2026), if the ballot is to be mailed to the voter and no later than May 18, 2026, if the ballot is to be delivered personally to the voter or his/her agent designated in the application at the District Office. Upon receiving a timely application for a mailed Early Mail Ballot or Absentee Ballot, the District Clerk will mail the ballot to the address designated on the application by no later than six (6) days before the Annual Election. Separate lists of all persons to whom Early Mail Ballots, Absentee Ballots, and Military Ballots have been issued will be available for inspection to qualified voters of the District at the Office of the District Clerk during regular office hours, until the day of the election and vote. Any qualified voter may file a written challenge of the qualifications of a voter whose name appears on any such list, stating the reasons for the challenge. AND NOTICE IS FURTHER GIVEN that all proposals by qualified voters of this District to place propositions, except such as are required by law to be stated in the published notice of the election, shall be made by petition, subscribed by not less than fifty-five (55) qualified voters of the District. Each signer must state his/her residence address on the petition, and each petition must be filed with the Board of Education of this District no later than March 20, 2026. AND NOTICE IS FURTHER GIVEN that the Board of Education of the Ardsley Union Free School District, pursuant to Section 2014 of the Education Law has provided for the personal registration of voters at school district meetings in such District and that in connection with the annual budget vote, and election of members of the Board of Education of said District to be held on May 19, 2026, the said Board of Education has fixed any weekday between the hours of 8:00 a.m. and 4:00 p.m., and on May 14, 2026, between the hours of 8:00 a.m. and 5:00 p.m., as the dates and hours for registration at the Office of the District Clerk, 500 Farm Road, in said School District. The last date to register for the Annual Election to be held on May 19, 2026, is May 14, 2026. AND NOTICE IS FURTHER GIVEN that registration of voters shall take place during the election at the place of such election and such registrants will be qualified to vote at a district meeting or election subsequent to the date of such registration. AND NOTICE IS FURTHER GIVEN that in order to vote at the budget vote and election of members of the Board of Education, a person must be a registered voter. All persons who shall have been previously registered for and voted at any annual or special meeting or election held or conducted during the four calendar years prior to the year in which such register is being prepared are not required to re-register
