EARLY NOTICE AND PUBLIC REVIEW OF PROPOSED
ACTIVITY LOCATED IN A 100-YEAR FLOODPLAIN
TOWN OF CATSKILL, NEW YORK

This is to give notice that the Town of Catskill has conducted an evaluation as required by Executive Order 11988 and/or 11990, in accordance with HUD regulations at 24 CFR 55.20 Subpart C Procedures for Making Determinations on Floodplain Management, to determine the potential affect that its activity in the floodplain and wetland will have on the human environment for an Office of Community Renewal project to be submitted as its 2026 Consolidated Funding (CFA) Application for Community Development Block Grant Public Infrastructure funding in July 2026.
The Town of Catskill’s CDBG Small Cities CFA 2026 Public Infrastructure Application involves undertaking Phase 2 sanitary sewer collection and treatment improvements within the Town of Catskill Sewer District #4, which serves the Hamlet of Cementon. The recommended Phase 2 sewer project will include improvements to the WWTP and sanitary sewer pumps stations scattered around the hamlet. Additional work at the WWTP will include replacing 2 feet of sand media on each of the filter beds, and replacement of the distribution piping across the top of the filter beds, disinfection system improvements and dosing equipment. The pump station improvements will include new pumps that will meet modern standards, including redundancy, emergency power, control panels, and SCADA with call-out ability be provided in the event of pump failure. This work would greatly increase the resiliency and longevity of the sanitary collection system and reduce flows to the wastewater treatment plant. The project will result in less than 1 acre of land disturbance and there will be no increase in impervious surface coverage. Funding for this project is planned through New York State Community Development Block Grant Small Cities funds to be requested in July 2026. The total project cost is estimated to be $1,560,000. This project, if approved, will proceed in December 2026 and the Town expects to award a construction contract by August 2027. The effected flood zone is termed Zone AE by National Flood Insurance Rate Map Panel 36039C0443F and less than 1 acre is affected.
There are three primary purposes for this notice. First, people who may be affected by activities in floodplains and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Second, an adequate public notice program can be an important public educational tool. The dissemination of information about floodplains can facilitate and enhance Federal efforts to reduce the risks associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplains, it must inform those who may be put at greater or continued risk.
