ROME CITY SCHOOL DISTRICT ANNUAL ELECTION -and- PUBLIC VOTE ON THE 2026-2027 SCHOOL DISTRICT BUDGET MAY 19, 2026 NOTICE IS HEREBY GIVEN that the statement of estimated expenditures for the 2026-2027 school year will be available, and a vote on the Rome City School District budget appropriation of the necessary funds to meet the estimated expenditures for the fiscal year commencing July 1, 2026, will be conducted on Tuesday, May 19, 2026 from 9:00 a.m. to 8:00 p.m. at the following election districts: First Ward-Clough Early Childhood, 409 Bell Road S; Second Ward-Clough Early Childhood, 409 Bell Road S; Third Ward-South Rome Senior Center, 112 Ridge St.; Fourth Ward-Gansevoort Elementary School, 758 W. Liberty St.; Fifth Ward- Strough Middle School, 801 Laurel St.; Sixth Ward-St. Paul’s Church, 1807 Bedford St.; Seventh Ward-Copper City Community Connection, 305 E. Locust St.; Eighth Ward-Stokes Elementary School, 9095 Turin Rd.; Ninth Ward-Stokes Elementary School, 9095 Turin Rd.; Tenth Ward-Westernville Library, 9172 Main St., Westernville. An accurate description of the boundaries of the school election districts into which the district is divided is on file and may be inspected in the office of the Board of Education, Monday through Friday, 9:00 a.m. through 4:00 p.m. NOTICE IS HEREBY GIVEN that the following propositions will also be presented to the voters on May 19, 2026, between the hours of 9:00 a.m. and 8:00 p.m.: PROPOSITION (To Purchase two (2) 66-passenger diesel buses) Shall the Bond Resolution adopted by the Board of Education of the City School District of the City of Rome authorizing the purchase of two (2) 66-passenger diesel school buses, including necessary furnishings, fixtures and equipment and all other costs incidental thereto, and expand a total sum not to exceed $420,000, which is estimated to be the total maximum cost thereof, and said amount, or so much thereof as may be necessary, shall be raised by the levy of a tax upon the taxable property of said School District and collected in annual installments as provided by Section 416 of the Education Law; and, in anticipation of such tax, obligations of said School District, in the principal amount not to exceed $420,000, shall be issued. NOTICE IS HEREBY GIVEN that a Budget Hearing for the residents of the Rome City School District, Oneida County, New York, will be held on May 11, 2026 at 5:15 p.m. for the purpose of discussion of the expenditures of funds and the budgeting thereof for the 2026-2027 school year. If the hearing will be held in person, it will be in the Board Room at Clough Early Childhood, 409 Bell Road. If it is deemed necessary or appropriate for the hearing to be conducted virtually, information on the hearing is available at: www.romecsd.org or by contacting the Distri ct Clerk at 315-338-6521 or sarussell@romecsd.org NOTICE IS ALSO GIVEN THAT military voters who are not currently registered may apply to register as a qualified voter of the School District by requesting to be registered by the District Clerk at 315-338-6521 or sarussell@romecsd.org. Registered, qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at the phone number or email address listed above. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 pm on May 4, 2026. In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission or electronic mail. NOTICE IS ALSO GIVEN that the election of one (3) members of the Board of Education shall be conducted on May 19, 2026, between the hours of 9:00 a.m. and 8:00 p.m. NOTICE IS FURTHER GIVEN that petitions nominating candidates for the office of member of the Board of Education must be filed in the office of the clerk of the district between the hours of 9:00 a.m. and 5:00 p.m., not later than April 29, 2026. Petitions must be signed by at least 100 qualified voters, or any lesser number authorized by law. NOTICE IS ALSO GIVEN that qualified voters may apply for early mail and absentee ballots at the District Clerk’s Office during school business hours. Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter. All early mail and absentee ballots must be received by the District Clerk not later than 5:00 p.m. on May 19, 2026. A list of all persons to whom absentee ballots have been issued will be available in the District Clerk’s Office on each of the five (5) days prior to May 19, 2026, except Saturdays and Sundays, and the list will be posted at the polling places at the election of the members of the Board of Education. NOTICE IS ALSO GIVEN that a copy of the budget for the ensuing school year may be obtained by any taxpayer in the District during the fourteen (14) days immediately preceding May 19, 2026 in the District Clerk’s Office during regular business hours, or at any schoolhouse in the District. NOTICE IS ALSO GIVEN that the Board of Registration of the Rome City School District will convene at the Office of the Board of Education, 266-268 West Dominick Street, on Monday, May 4, 2026 and Tuesday, May 5, 2026 between the hours of 8:00 a.m. and 4:00 p.m. for the purpose of preparing a voting register for each school election district within the Rome City School District. Any person shall be entitled to have his or her name placed upon such register, provided that he or she is known or proven to the satisfaction of the members of the Board of Registration and the times specified to be then, or thereafter, entitled to vote at the school meeting or election for which the register is prepared. The register prepared by the Board of Registration shall be filed in the District Clerk’s Office, and will be open for inspection by any qualified voter of the District between the hours of 9:00 a.m. and 4:00 p.m., Monday through Friday.
