New York State Department of Environmental Conservation Notice of Complete Application Date: 04/15/2026 Applicant: WORTHINGTON STEEL ROME, LLC 100 OLD WILSON BRIDGE RD COLUMBUS, OH 43085 Facility: WORTHINGTON STEEL-ROME 530 HENRY ST, Rome, NY 13440 Application ID: 6-3013-00052/00005 Permits(s) Applied for: 1 - Article 19 Air State Facility Project is located: in ROME in ONEIDA COUNTY Project Description: This Department has received a request to renew a permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at Worthington Steel-Rome, the facility located at 530 Henry St., Rome, NY 13491. The Department has made a tentative determination to approve the application for renewal of the Worthington Steel-Rome Company's Air State Facility Permit. Worthington Steel primarily manufactures cold rolled strip steel mainly for the automotive industry. Its capabilities include rolling, annealing and slitting a vast spectrum of cold rolled alloy, high carbon, low carbon close tolerance strip steels and a number of grades of high and low strength alloy steels. As part of the renewal, the facility is discontinuing the operation of several annealing furnances. The renewal to the State Facility Permit allows the operation of emission units 0-00001 annealing, 0- 00002 automatic welding operations, 0-00003 breakdown mills during rolling, and 0-00004 grinding of rollers; miscellaneous operations including a small storage tanks that contain kerosene, slushing oil, and hydraulic oil with capacities of 1000 gallons each. Also there are propane lift trucks, carpentry operations, and an oil/water separator. The facility has a potential to emit below major threshold levels at this time and will not require any capping out of Title V Permitting requirements. Availability of Application Documents: Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person. State Environmental Quality Review (SEQR) Determination Project is not subject to SEQR because it is a Type II action. SEQR Lead Agency None Designated State Historic Preservation Act (SHPA) Determination The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity. DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29) The proposed action is subject to CP-29.
