LEGAL NOTICE CITY OF LIMA, OHIO SCHOONOVER OBSERVATORY TELESCOPE SYSTEM PROJECT NO. 07-26 THE FOLLOWING LEGAL NOTICE IS TO RECEIVE PROPOSALS FOR SERVICES FOR SCHOONOVER OBSERVATORY TELESCOPE SYSTEM AS SHOWN ON THE PROPOSAL, PLANS AND SPECIFICATIONS. This project shall comply with the prevailing wage rates on Public Improvements in Allen County and the City of Lima, Ohio as determined by the Ohio Department of Commerce, Industrial Compliance Division, Bureau of Wage & Hour Administration. Current rates can be found at the following web address: https://wagehour.com.ohio.gov/w3/webwh.nsf/wrlogin/?open form. Proposals are to be submitted in a sealed envelope, properly marked SCHOONOVER OBSERVATORY TELESCOPE SYSTEM to the Auditor of the City of Lima, Ohio, attention Purchasing Department, in the Municipal Center, 50 Town Square, Lima, OH 45801, before 4:00 P.M., Lima time, on Wednesday, June 3rd, 2026. The outside of the envelope should be properly marked to indicate it is a proposal, and the project name. The outside of the envelope not being properly marked may result in the proposal not being received by the Purchasing Department before the deadline and could result in proposal being disqualified. Proposals will then be opened and read aloud. This work shall be performed in accordance with proposal, plans and specifications available on the City of Limas Auditors website. In addition, copies may be requested from the Engineering Division at 50 Town Square, Lima, OH 45801 (Phone 419-221-5288). Interested parties are responsible for contacting the Engineering Division at the above to be included on contact lists for pre-bid questions & answers and any issued addendum. The proposal shall be accompanied by a proposal bond, with corporate surety or sureties satisfactory to the City, or by certified check on a solvent bank. The amount of the bond shall be one hundred percent (100%) of the proposal. The bond shall be given in favor of the City of Lima, Ohio. The amount of the certified check shall be ten percent (10%) of the proposal. The certified check shall be drawn payable to the order of the City of Lima, Ohio. The City of Lima reserves the right to waive any proposal or process irregularities which the City determines in its sole discretion to be in its favor and to reject any or all proposals for any reason determined to be appropriate in the sole discretion of the City. Proposals will be evaluated using a best-value methodology that considers both technical merit and cost. This is not a low-bid procurement.
