Request For Qualifications The Licking County Planning and Development Department is issuing a Request for Qualifications for consultant services for the CDBG PY2026 Village of Gratiot Sanitary Sewer Public Sanitary Sewer Feasibility Study. SCOPE OF WORK:Develop a Public Sanitary Sewer Feasibility Study. ANTICIPATED PROJECT SCHEDULE: Project must be completed by August 31, 2027. RFQ SUBMISSION/STATEMENT OF QUALIFICATIONS (SOQ): Consultants are invited to submit qualifications no later than 4:30 p.m., Friday, May 22, 2026, to the office of the Licking County Planning and Development, Attention: Adrienne Eskins, 20 South Second Street, Newark, Ohio 43055. RFQ's will be evaluated by staff of the Licking County Planning and Development Department and the Village of Gratiot in accordance with requirements of the Ohio Small Cities Program and the Ohio Revised Code. The County will invite the highest-ranked firms, based on the RFQ evaluation scores, to submit proposals in response to a subsequent Request for Proposals (RFP.) Statements of Qualifications should include information regarding the firm's history; education and experience of owners and key technical personnel; the technical expertise of the firm's current staff; the firms' experience in performing architecture/engineering studies, design, construction administration/observation, availability of staff; references; work completed in Licking County and any other relevant factors as determined by the public authority. CONTRACT TERMS AND CONDITIONS: The offeror agrees to comply with all applicable state and federal requirements including: Confidentiality, Civil Rights Act/Equal Employment Opportunity, "Section 3" Compliance in the Provision of Training, Employment and Business Opportunities, Section 504 Handicapped (if $2,500 or over), Compliance with HUD and ODOD Patent Right in Research Regulations, Access to Records, Compliance with all local law and regulations.
