NOTICE TO BIDDERSCASTLO COMMUNITY IMPROVEMENT CORPORATION
ROADWAY RESURFACING ANDGUARD RAIL INSTALLATION PROJECT
Sealed bids will be received by CASTLO Community Improvement Corporation , at its office, 100 South Bridge Street, Struthers, Ohio 44471 , until 1:00 PM on Friday, May 8, 2026 and immediately thereafter publicly opened and read aloud for the
CASTLO Community Improvement Corporation, Industrial Park Roadway Resurfacing and Guardrail Installation Project.
The work consists of approximately 13,000 SQ YD of asphalt concrete planing; placement of approximately 1200 CU YD of asphalt concrete; installation of approximately 170 FT of guard rail; and all related work as per the plans and specifications. All contractors and bidding on the project and all subcontractors must be pre-qualified with the Ohio Department of Transportation for the work type to be performed.
Plans and specifications for the above PROJECT can be obtained upon request by emailing CASTLO's design consultant, Technical Resource Consultants , at cconglose@tech-resconsultants.com . Upon review of the bidding documents, bidders may submit written questions via email to the above email address until Friday, May 1, 2026. Responses to all questions timely received will be issued by 1:00 PM on Tuesday, May 5, 2026.
Bids for the above-described work must be submitted on the bid proposal and accompanying forms furnished with the bidding documents. Said bids must be submitted as one original and one copy.
All bids must be accompanied by a BID GUARANTY in the form of either:
(1) a bond for the full amount of the bid, or(2) a certified check, cashier's check, or letter of credit pursuant to Chapter 1305, ORC, in the amount not less than ten (10%) of the total amount of the bid pursuant to Chapter 153 of the Ohio Revised Code.
The Bid Guaranty shall be made unconditionally payable to the CASTLO Community Improvement Corporation.
All individuals employed either by the Contractor or any Subcontractor, and engaged in work on the project under this contract shall be paid the prevailing wage established by the Department of Industrial Relations of the State of Ohio.
All contractors and sub-contractors involved with the project will, to the extent practicable, use Ohio products, materialism services, and labor in the implement of their project. Additionally, contractor compliance with Equal Employment Opportunity Requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972 of Governor's Executive Order 84-9 shall be required. Each bid submitted must have a copy of a current Equal Employment Opportunity (EEO) Certificate of Compliance as evidence that the contractor is certified by the State of Equal Employment Opportunity Coordinator. The Non-Collusion Affidavit of Prime Bidders must be completed and submitted with all bids.
Domestic Steel use requirements as specified in Section 153.011 of the Revised Code apply to this project. Copies of Section 153.011 of the Revised Code may be obtained from any of the offices of the Department of Administrative Services.
