NOTICE TO CONTRACTORS 2026 BEATTY PARK PAVILION ROOF REPLACEMENT CONTRACTNO. 2025-150Sealed proposals shall be received at the office of the Steubenville City Manager located at 115 South 3rd Street, until Wednesday, March 18, 2026 at 12:00 p.m. local time, for furnishing the materials and performing the labor for the Beatty Park Pavilion Roof Replacement in Steubenville, Ohio. All bids will be publicly opened and read aloud.All work will include, but not be limited to the following:Base Bid: Demo --- Prevailing Wages do not apply (unless awarded contract is over $75,000)Alternate A + Base Bid: Demo plus Replacement of the Roof Structure - Hip RoofAlternate B + Base Bid: Demo plus Replacement of the Roof Structure – Gable RoofThe Project in located in Beatty Park at 855 Lincoln Ave and is the last shelter approximately three quarters of mile from the Park entrance off of Lincoln Ave.Contract documents including drawings and specifications are on file and can be reviewed at the Steubenville City Hall Engineering Department, 115 South 3rd Street, Suite 107, Steubenville, Ohio 43952. An Electronic COPY of the Contracts Document can be obtained by Contacting:Michael Dolak, P.E., City Engineer E-mail: mdolak@cityofsteubenville.usPlease be advised only those registered as a plan holder through the City of Steubenville Engineering Department may submit a bid for said project to be considered a responsive bid.Each bidder is to have performed a pre-bid inspection to examine existing conditions and all surrounding conditions and protection needed affecting the work to be performed.Bids shall be on a unit price basis and shall be in writing on proposal blanks furnished in the Contract documents. The Bid must be accompanied by the Bid Guaranty. At the option of the Bidder, the guaranty may be a Bid Guaranty and Contract Bond in accordance with Section 153.571 of the Ohio Revised Code which is included, or a bid bond on the included form in the amount of one hundred per-cent (100%) of the amount of the Bid. Cash deposits will not be accepted. The Bid guaranty shall insure the execution of the Agreement and the furnishings of the Surety bond or bonds by the successful Bidder, all as required by the Contract Documents. The successful bidder will be required to furnish and pay for a satisfactory Performance and Payment Bond or Bonds.Attention is called to the fact that no less than the minimum salaries and wages, as set forth in the contract documents, must be paid on this project, and that the contractor must insure that employees and applicants for employment are not discriminated against because of their race, creed, color, sex or national origin.The Engineer's estimated cost for:Base Bid: $48,000.00Alternate A + Base Bid: $164,000Alternate B + Base Bid: $ 150,000The completion date for this project is July 17, 2026.The City of Steubenville, reserves the right to reject any or all bids, or to waive any informalities in the bidding.All questions prior to the bid date shall be directed via E-mail by Tuesday March 10, 2026 to:Michael Dolak, P.E., City Engineer E-mail: mdolak@cityofsteubenville.usBids may be held by the City of Steubenville, for a period not to exceed ninety (60) days from the date of the opening of bids, for the purpose of reviewing the bids and investigating the qualifications of the bidders, prior to awarding of the contract.
