Notice is hereby given that James Sparks (VMRC #2026-0833) is requesting a permit from the Virginia Marine Resources Commission to install and backfill 190 linear feet of replacement vinyl bulkhead placed no more than two (2) feet channelward of the existing bulkhead adjacent to 4001 North Witchduck Road, situated along the Western Branch Lynnhaven River in Virginia Beach.
