DISTRICT STRATEGY & DEVELOPMENT CONTRACTOR PUBLIC NOTICE – REQUEST FOR PROPOSALS Northeast Public Development Authority (NEPDA), a Washington public development authority formed in accordance with RCW 35.21.730 through RCW 35.21.787 and organized under IRC §701, requests proposals for a District Strategy & Development Contractor in support of the Hillyard Creative District initiative. Contract term: Jan. 1 – Sept. 30, 2026. Not-to-exceed: $58,500 (ARPA-funded) Scope includes strategic planning, federal funding strategy (EDA/OZ), governance development, and stakeholder engagement. This is a fixed-fee independent contractor engagement; not employment. Contract contingent on grant funding. Proposals due by 9pm, Friday March 6, 2026.
