MURAL APPRENTICESHIP PROGRAM LEAD CONTRACTOR PUBLIC NOTICE – REQUEST FOR PROPOSALS Northeast Public Development Authority (NEPDA), a Washington public development authority formed in accordance with RCW 35.21.730 through RCW 35.21.787 organized under IRC §701, requests proposals for a Mural Apprenticeship Program Lead Contractor in support of the Hillyard Creative District initiative. Contract term: Jan. 1 – Sept. 30, 2026. Not-to-exceed: $25,000 (ARPA funded). Scope includes public mural design and production, youth apprenticeship mentorship, and community engagement coordination. This is a fixed-fee independent contractor engagement; not employment.
