Pursuant to RCW 39.80, the City of Shoreline, Washington (City) is soliciting a Statement of Qualification (SOQ) from firms or individuals interested in providing design services, community outreach, and environmental review for the NE 175th Street – 5th Ave NE to 15th Ave NE Safety Improvements Project (Project).
This Project is funded by federal funds with the potential for local funds to supplement if necessary, and is subject to all related requirements including following WSDOT Local Agency Guidelines and Federal Highway Administration (FHWA) requirements. Respondents are advised that as a federally funded project, the selected consultant(s) shall be held to Federal Equal Employment Opportunity (EEO) requirements.
This Request for SOQ and any issued Addenda are published on publicpurchase.com. Instructions for registering and accessing publicpurchase.com are on the City website at shoreline wa.gov/bidsandrfps. Interested parties can sign up to receive notification of any published addenda, however, it is the Respondent's sole responsibility to review all project documents published on publicpurchase.com prior to submittal of their SOQ.
The City intends to execute a WSDOT Local Agency Professional Services Negotiated Hourly Rate Agreement (see Attachment #1) with the most qualified respondent for an initial term of two (2) years, with the option to extend for additional time or funds if needed.
Background
The City completed a comparative review of existing and future traffic analysis, collision data, adopted City policies, and master plans on NE 175th Street from 5th Ave NE to 15th Ave NE. Based on this review, the City is reconfiguring the corridor from a 4-lane (2 lanes in each direction) to a 3-lane (1 lane each direction plus center turn lane) roadway and the installation of marked crosswalks with rectangular rapid flashing beacons and median refuge islands at 8th Ave NE and 12th Ave NE. These improvements are anticipated to improve pedestrian, bicyclist, and driver safety throughout the corridor.

Estimated Budget
The budget for the design of this project is $275,000 to $320,000.
Scope of Services
The services to be performed for the Project require individuals performing the work to be registered professionals with the State of Washington consistent with Chapter 18.08, 18.43, and 18.96 as applicable.
This project has Highway Safety Improvement Program (HSIP) funding and the design and development of bid documents shall meet WSDOT and FHWA guidelines and requirements; notably the current Washington State Department of Transportation (WSDOT) Local Agency Guidelines (LAG) Manual and WSDOT Standard Specifications.
Key elements of the Scope of Services include, but are not limited to, the following:
Design of traffic safety improvements such as, but not limited to:
• Roadway channelization
• Rapid Rectangular Flashing Beacons with metered power service from Seattle City Light
• Median islands and ADA crosswalks and sidewalk ramps
• Traffic signal revisions
• Temporary traffic control plans
• Cost estimating
• Development of bid packages
• Surveying
• Environmental documentation
• Community outreach (web, direct in-person and online outreach, FAQs, newsletter articles, etc.). Note – printed materials must meet 8th grade reading level and online materials must meet WCAG 2.1 AA digital accessibility standards.
• Compliance with HSIP funding requirements (e.g. WSDOT coordination, drafting information for forms, grant reporting, etc.)
• Construction support (respond to design questions, review submittals, etc.).
• Right of Way services
• Utility relocation
• Arborist services
Milestone dates for the 30, 60 and 90% plan submittals and draft/final ancillary reports will be developed to meet milestone dates below.
• Community/stakeholder engagement complete by November 30, 2026
• Environmental documents approved by WSDOT by November 30, 2026
• Final bid documents and construction estimate by January 15, 2027
• Construction Contract Award prior to April 30, 2027
Submittal Requirements
SOQs shall be submitted in PDF file format on publicpurchase.com before the submittal deadline. The SOQ is deemed submitted as evidenced by the receipt date and time shown on publicpurchase.com.
Questions related to this solicitation shall be submitted on publicpurchase. com. Questions via phone will not be accepted. Questions received after the deadline will not be accepted. If the City determines that a question warrants issuance of an addenda, the City will issue the addenda and post it to publicpurchase.com.
Proposals shall be limited to 13, single-spaced 8 1/2” by 11” typewritten pages (min. Arial 11-point font or equivalent). No other page sizes will be accepted. A single cover sheet without any evaluation information may be included and will not count toward the page limit. Submit WSDOT Forms 140-565 and 140-566 for each consultant or subconsultant to be utilized on this Project (see Attachment #3), and a Certification Regarding Debarment – Lower Tier Covered Transaction form (see Attachment #4), for the prime consultant; these forms do not count toward the page limit. The following format and content shall be adhered to by each respondent and presented in the following order:
A. Executive Summary (Page Limit - 2)
An executive summary letter should include the key elements of the respondent's SOQ and an overview of the consultant team, including any subconsultants. Indicate the address and telephone number of the respondent's office located nearest to Shoreline, Washington, and the office from which the Project will be managed.
B. Experience and Expertise (Page Limit - 4)
This section shall demonstrate the proposed project manager and project team's experience, specialized expertise, and professional licensure required for development of this Project including the following types of work on projects of a similar size and nature:
1. Design of rechannelization projects including traffic signal modifications within an existing roadway.
2. Design of rectangular rapid flashing beacons (RRFBs), crosswalks, ADA ramps and median refuge islands
3. Design of traffic control plans for similar projects
4. Obtaining electrical service from Seatle City Light in a timely fashion (for RRFBs).
5. Developing contract documents in accordance with WSDOT and FHWA guidelines and requirements for federally funded projects.
6. Development of environmental documentation.
7. Conducting community outreach.
8. Utility, ROW and Arborist services
9. Meeting project schedules.
C. Technical Approach (Page Limit - 4, excluding resumes) This section should clearly describe Project understanding, innovative concepts or alternatives, and quality control procedures in delivering the Scope of Services.
1. Methodology(ies): Describe the methodology or methodologies planned to be used to carry out the specific tasks described in the Work Plan. Include a list of information required or tasks to be completed by city staff.
2. Work Plan: Describe the sequential tasks to be used to accomplish this Project. Indicate all key deliverables and their contents.
3. Project Organization and Staffing: Describe the approach and methods for managing the Project. Provide an organization chart showing all proposed team members. Describe the responsibilities of each person on the project team. Identify the Project Director and/or Manager and the key contact person for the city. Include resumes of each member of the project team.
4. Subcontracting: List any portion of the work intended to be subcontracted and information describing the qualification and relative experience of any proposed subcontractors.
