SKAGIT COUNTY PLANNING AND DEVELOPMENT SERVICES NOTICE OF DEVELOPMENT APPLICATION AND SEPA COMMENT PERIOD For Washington State University - State Environmental Policy Act (SEPA) Permit # PLAN2-2026-0002 Notice is hereby given that on February 03, 2026, Austin Miles of HKP Architects, on behalf of Washington State University, submitted an independent State Environmental Policy Act (SEPA) Checklist (Permit No. PLAN2-2026-0002) for the construction of a new greenhouse. The greenhouse will be used in conjunction with the adjacent Plant Growth Facility and will provide additional research space to cultivate and grow plant materials in a controlled environment. The proposal consists of constructing a new 3,400 square-foot greenhouse at the Washington State University Mount Vernon Northwestern Washington Research and Extension Center campus.
