NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Board of Skagit County Commissioners will hold a Public Hearing in the Commissioners' Hearing Room, County Administration Building, 1800 Continental Place, Mount Vernon, WA, on Tuesday, April 14, 2026, at 8:30 a.m., or as soon as possible thereafter, regarding a non-exclusive Franchise Agreement with Upper Skagit Indian Tribe, a Federally recognized Indian Tribe, for right of entry, use, and occupation of the public rights-of-way to construct, operate, and maintain its facilities for purposes of offering and providing Network Services, including Telecommunications Service, in the defined Franchise Area described as: Any, every, and all of the County highways, roads, streets, avenues, alleys, rights-of-way, and County public ways as now and hereafter laid out, platted, dedicated, established, or improved within the boundaries described as: Township 35 North, Range 5 East, Sections 08 & 09 Situate in the County of Ska
