REQUEST FOR QUALIFICATIONS FOR Personal Services for On-Call Survey Consultant Yakima County, in accordance with Chapter 39.80 RCW, requests statements of qualifications from consulting firms, with expertise in various survey services and licensed to do business in the State of Washington. Interested consultants must submit statements of qualifications (SOQ) as outlined below. Disabled, minority and women-owned firms are encouraged to respond. BACKGROUND The County of Yakima is seeking to enter a personal services contract with a consultant firm to provide on-call survey services for future County Projects. These projects may receive federal and state funds. SCOPE OF WORK The consultant firm shall have professional staff available with experience in conducting various survey services for Local Agencies on federal and state funded roadway projects. The consultant firm must be able to conduct the following items with in-house staffing: 1. Topographic surveys and base map preparation 2. Boundary surveys 3. Property line establishment including records of survey 4. Preparation of legal descriptions and exhibits 5. Boundary line adjustments 6. FEMA flood elevation certifications and LOMA 7. Construction staking SUBMITTAL Submittals will be evaluated and ranked based on the following criteria: Project Team Indentify key team members and provide their titles and experience. Experience Firm and team members must have demonstrated experience in: 1. Local Agency Roadway Projects 2. Working with WSDOT Highways & Local Programs (South Central Region Preferred) 3. Projects located in Yakima County 4. All survey services listed above Response Time Provide the firm's typical response time to the following items: 1. Preparing and submitting a scope and fee 2. Ability to quickly start work on a project 3. Ability to conduct field work within Yakima County 4. Preparing and submitting reports References Provide three references on past similar type work that the proposed staff has completed within the last 3 years. Clarity and brevity of SOQ The SOQ must contain all of the required information in a clear manner on ten pages or less. The statements of qualifications will be reviewed by County staff; final selection of the most qualified firm will be made based upon the written statements of qualifications. The County will enter a task order contract with the most qualified firm. Individual task orders will be determined at a later date, when work has been identified.
