PUBLIC NOTICE - REQUEST FOR BIDS Bid Number: 216-4-1 Closing Date/Time: June 18, 2026 at 2pm PST Notice is hereby given that the Resource Conservation District of Tehama County (RCDTC) invites sealed bids from qualified Contractors for the Adams Pond Restoration Project which will restore a 4.2 acre agricultural pond located 30 miles west of Red Bluff by removing and disposing of pond sediment, constructing a temporary haul road, installing and removing a temporary cross culvert, compacting and grading the disposal area, constructing a low flow rock channel within the disposal area, and regrading pond and stream banks per project specs and compliance standards. A mandatory pre-bid meeting will be held May 28, 2026, at 10am PST at the RCDTC Office Conference Room, 202 Walnut Street, Red Bluff, CA 96080, followed by a mandatory site visit expected to conclude by 4pm. Attendance is required for all prospective bidders. Q&A will be recorded and distributed to attending contractors. Bids must be received by 2pm PST on June 18, 2026, at the RCDTC Office, 202 Walnut St., Red Bluff, CA 96080 at which time bids will be publicly opened. Late submissions will not be accepted. Bids may be submitted in-person at the RCDTC office, via certified mail, or placed online at the Public Purchase website (https://www.publicpurchase.com ). E-mailed bids will NOT be accepted. The award for the bid will be selected on or before June 24, 2026, pending RCDTC Board of Directors approval. In accordance with California Public Contract Code �3300, all bidders must possess a valid California Contractor's license in the appropriate classification at the time of the bid submission and contract award. This public works project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations (DIR). All contractors and subcontractors must be registered with DIR per Labor Code �1725.5 and pay no less than California prevailing wages. Because the work is funded with federal dollars, bidders must also comply with the Davis-Bacon Act and the higher of California or federal wage determinations shall apply. Each bid must include a bidder's bond equal to at least ten percent (10%) of the total bid amount, payable to the RCDTC. The RCDTC Board of Directors reserves the right to accept the bid which is of the greatest advantage to the RCDTC even if it is not the lowest. The RCDTC Board of Directors has the right to waive irregularities in any bid, and to reject any and all bid proposals.
