Request for Proposals: Existing Main Metered Service Modifications to Existing Generator System at City Hall Building for City Hall and Police Department Project No. CO26-001PUBLIC NOTICE IS HEREBY GIVEN that the City of NORCO, as AGENCY, invites sealed proposals for the above stated project and will receive such bids on the City of Norco’s Bid and Vendor Portal, www.norco.ca.us/bid until 10:00 A.M. on March 30, 2026. All necessary forms, specifications and other bid documents may be viewed and downloaded electronically. Businesses who have registered in the Vendor Portal will receive email notices when a new request for bid or proposal relevant to their line of business is issued. Any interested party may view the City’s solicitations, as well as the bid results and final notices of award, by logging into the Vendor Portal and using the search features to locate the items of interest. Each proposer is hereby notified of a MANDATORY PRE-PROPOSAL meeting on Thursday, March 19, 2026, at 10 a.m. The location of the pre-proposal meeting will be at Norco City Hall – 2870 Clark Avenue, Norco, CA 92860. PROPOSERS NOT ATTENDING THIS MEETING WILL BE DISQUALIFIED AS NON-RESPONSIVE. PROPOSALS BY CONTRACTORS/CONSULTANTS THAT DO NOT ATTEND THIS MANDATORY PRE-PROPOSAL MEETING WILL NOT BE CONSIDERED. Project Address: 2870 Clark Avenue, Norco, CA 92860 The project aims to deliver a reliable, code-compliant service entrance configuration and integrate emergency power to ensure operational continuity for City Hall and the Police Department. The work includes reconfiguring electrical distribution to clearly separate emergency and non-emergency loads, achieving selective coordination, and updating arc-flash hazard labeling. To minimize disruption, all work will be performed on weekends only, supported by a temporary generator rated at 40 kW or larger to maintain power for critical systems. The contractor will be responsible for administering all permits, scheduling inspections, and coordinating with Southern California Edison (SCE), the City of Norco, and the Corona-Norco Unified School District as needed.
