NOTICE IS HEREBY GIVEN that the CORONA-NORCO UNIFIED SCHOOL DISTRICT, acting by and through its Governing Board, hereinafter referred to as (the "District") is issuing a Request For Proposals ("RFP") requesting proposals from experienced lease-leaseback contractors ("Contractor" or "Firm" or "Proposer") who are currently prequalified by the District in accordance with Education Code section 17406(a)(2)(C), Public Contract Code section 20111.6, and BP 7412, to construct the District's Norco High School Measure GG New Auxiliary Gym and Gym Modernization Project (the "Project"), located at 2065 Temescal Avenue, Norco, California 92860 in Riverside County.
The Project will be constructed using the lease-leaseback project delivery method authorized by Education Code section 17400 et seq. The District has contracted with PBK Architects ("Architect") to be the Architect of Record for the Project, and the selected Contractor will be expected to provide both preconstruction services and lease-leaseback construction services for the Project. Following the completion of the competitive solicitation process and selection of the Contractor whose proposal is determined to be the best value to the District, the District will enter into a Construction Services Agreement, Sublease, and Site Lease (collectively, the "LLB Documents" or "Lease-Leaseback Documents) with the selected Contractor to perform certain preconstruction services, including basic services as well as services described hereafter as part of the Preliminary Plan Phase and Working Drawing Phase of the Project.
The plans and specifications for the Project will require approval by the Division of the State Architect ("DSA"). Thereafter, under authority of Education Code section 17406, the District intends to amend the Lease-Leaseback Documents to reflect the final GMP and lease the Project Site to the selected Contractor and have Contractor develop and cause the construction of the Project thereon and lease the Project Site back to the District in order to effectuate the foregoing, based upon a finding that it is in the best interest of the District to do so.
The scope of the Project consists of:
Construction of certain improvements at Norco High School, including, but not limited to: (a) modernizing the existing main gymnasium and Boys and Girls locker rooms; (b) construction of a new 19,000 square foot auxiliary gymnasium; and (c) related site work and POT upgrades.
The estimated construction cost/budget for the Project is Twenty-Eight Million Dollars ($28,000,000) and the estimated performance period is 18 months.
A Mandatory Pre-Submittal Conference will be held on Monday, April 13, 2026, at 9:00 a.m. to begin at the front office located at Norco High School, 2065 Temescal Avenue, Norco, CA 92860. NOTE. At the Pre-Submittal Conference, District representatives will distribute information and materials to further describe the Project and the Scope of Work. All attendees must check in at the front office, providing a valid, government issued driver's license or other photo I.D., to obtain a guest badge prior to attending the conference and job walk. Attendees shall be required to sign an attendance list to be provided and attend the entire pre-submittal conference and job walk.
