PUBLIC NOTICE SUMMARIES OF PROPOSED ORDINANCES NOTICE IS HEREBY GIVEN that the Lomita City Council will consider adopting the following ordinances at a regular City Council meeting to be held on May 19, 2026, at 6:00 p.m. at City Hall, 24300 Narbonne Avenue, Lomita, California. Ordinance No. 887 would amend the Lomita Municipal Code to: 1) reduce offstreet parking requirements for buildings developed prior to Cityhood in lots zoned Downtown Commercial and zoned Neighborhood Commercial along Narbonne Avenue north of Pacific Coast Highway and south of Lomita Boulevard; 2) reconcile land uses in the parking provisions with the permitted use table; 3) expand parking requirements for additional land uses; 4) update parking provisions for consistency with nearby cities; and 5) Lomita Municipal Code Section 111.66.11 (Approval Provisions.) was revised to mainly transfer the findings for parking space reductions for senior citizen and multifamily housing development to the parking provisions. Ordinance No. 888 would add Chapter 18 to the Lomita Municipal Code establishing a dedicated illegal dumping enforcement framework. The ordinance would establish tiered administrative fines of $250 for a first offense, $500 for a second offense, and $1,000 for each subsequent offense within a twelve (12) month period. It would also authorize the City to establish a reward of up to $500 for confidential tips leading to the identification and citation of individuals responsible for illegal dumping. In addition, the ordinance would establish a Social Host Accountability provision so that property owners, tenants, business operators, or other persons in control of real property may be held administratively accountable when illegal dumping occurs on property they own, lease, manage, or control, subject to appropriate due process protections.
