CITY OF EASTVALEPLANNING COMMISSION NOTICE OF PUBLIC HEARINGFOR PROJECT NO. PLN25-20086 AND PLN25-20087 FOR TENTATIVE TRACT MAP NO. 38596 AND MAJOR DEVELOPMENT REVIEW FOR PHASE C OF THE EASTVALE SQUARE RESIDENTIAL DEVELOPMENT (RISEWELL HOMES)
NOTICE IS HEREBY GIVEN that the City of Eastvale Planning Commission will hold a public hearing on Wednesday, May 20, 2026 , at 6:00 p.m. at the Eastvale City Hall Council Chambers located at 12363 Limonite Avenue, Suite 910, Eastvale, CA 91752, to consider the following projects:
1. Tentative Tract Map 38596 (PLN25-20086) a request to subdivide 44.46 acres into 73 buildable lots and 12 lettered lots for condominium, multi-family residential, open space, and public right-of-way purposes, subject to the recommended conditions of approval;
2. Major Development Review (PLN25-20087) for the overall site planning, master landscaping, streetscape design, and open space amenities of Phase C of the Risewell Homes master development project, subject to the recommended conditions of approval;
PROJECT LOCATION: Assessor’s Parcel Number: 164-030-052, Leal Master Plan (Planning Areas 7B, 7C, 12A, 12B, 12C, 13A, 13B, & 13C) located north of Limonite Avenue, south of 58 th Street, west of Hamner Avenue, and east of Scholar Avenue . The project site is not located on a hazardous materials site listed under Government Code Section 65962.5.
ENVIRONMENTAL: Up to 2,500 residential units and 595,000 square feet of commercial space including a hotel, a civic center (i.e., City Hall, Library, Police Station) and Fire Station were contemplated in the Leal Master Plan Amendment and fully evaluated in the Addendum to the Leal Master Plan PEIR (SCH# 2015031028 certified by the City Council via Resolution No-22-25 on May 11, 2022. Staff has reviewed the environmental analysis in the Addendum to the Leal Master Plan PEIR and believes that it remains valid for the proposed project. The proposed project would not exceed the previously analyzed development in terms of size or intensity of use. Development of the proposed project would remain consistent with the analysis of the Addendum to the Leal Master Plan PEIR and would not require a change to the site’s land use designation or zoning. Therefore, staff has determined the project is within the scope of the Leal Master Plan PEIR and Addendum pursuant to CEQA Guidelines Section 15168 and no additional environmental analysis is necessary. Applicable mitigation measures included in the Addendum to the Leal Master Plan PEIR would be required for the development of the proposed project, however a Notice of Determination shall be filed following any action taken on the project.
Any person may submit written comments prior to the public hearing or may appear in person before the Planning Commission to be heard. Written comments may be mailed to the City of Eastvale Planning Division located at 12363 Limonite Avenue, Suite 910, Eastvale, CA 91752 or via email to Jamie K. Cerda, at jcerda@eastvaleca.gov . For the comments to be presented to the Planning Commission at the meeting, all comments made in writing or via e-mail prior to the public hearing must be received by the City of Eastvale Planning Division no later than Wednesday, May 20, 2026, at 5:00 p.m. Oral and written comments may be submitted directly to the Planning Commission at the public hearing. If you challenge the project in court, you may be limited to raising only those issues you raised at the public hearing as described in this notice or in written correspondence delivered to the Eastvale Planning Commission prior to or at the public hearing.
