CITY OF NAPAPLANNING DIVISIONNOTICE OF PUBLIC HEARINGROSS SIGN USE PERMIT808 CAPITOLA DRIVE TENTATIVE MAPGINGRASS 1746 YAJOME USE PERMIT APPEALNOTICE IS HEREBY GIVEN BY THE PLANNING COMMISSION OF THE CITY OF NAPA THAT ON THURSDAY, MAY 7, 2026, AT THE HOUR OF 5:30 P.M. IN THE COUNCIL CHAMBERS, CITY HALL, CITY OF NAPA, 955 SCHOOL STREET, A REGULAR MEETING AND PUBLIC HEARING WILL BE CONDUCTED BY SAID PLANNING COMMISSION OF THE CITY OF NAPA AT WHICH TIME AND PLACE ALL PERSONS MAY ATTEND AND BE HEARD UPON THE APPLICATION OF:ROSS SIGN USE PERMIT – 211 SOSCOL AVENUE (PL26-0019) An application for a Use Permit to allow a sign with an area approximately thirty percent larger than the maximum allowed by the Site’s Master Sign Program and a one-foot increase in letter height from four feet to five feet. These modifications are requested as “exceptions” to the Site’s Master Sign Program, permitted by Section II of the Program. The Site is located within the Low Density Residential General Plan Designation and the RI 5, Single Family Infill, Zoning District (APN: 046-020-020). (O’Neill)CEQA DETERMINATION: Staff recommends that the Planning Commission forward a recommendation to the City Council determining that the application is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15332 of the CEQA Guidelines (Class 32), which exempts projects characterized as in-fill development meeting the conditions described in Section 15332. These conditions exempt projects that are consistent with the General Plan and Zoning Ordinance; that occur within City limits and are on sites no more than 5 acres in size; that are on sites with no value as habitat for endangered, rare or threatened species; that would not result in any significant effects relating to traffic, noise, air quality, or water quality; and that can be adequately served by existing utilities.RECOMMENDED ACTION: Staff recommends that the Planning Commission forward a recommendation to City Council to adopt a resolution approving a Tentative Subdivision Map and Design Review Permit to divide the approximately 1.46-acre parcel into eight single-family lots with detached single-family residential homes and associated site and landscape improvements including retaining walls over three feet in height, and a Use Permit for the creation of two (2) flag lots and the application of Small Lot Development Standards and determining that the Project is exempt from the California Environmental Quality Act (CEQA).GINGRASS 1746 YAJOME USE PERMIT APPEAL – 1746 YAJOME STREET (PL25-0128) Appeal of an Administrative Use Permit approval for the Gingrass 1746 Yajome Administrative Use Permit. On March 10, 2026, the Community Development Department approved an Administrative Use Permit for a food processing facility at 1746 Yajome Street. On March 16, 2026, an Appeal was received by the Applicant appealing a condition of approval requiring all non-permitted business operations to cease until all required permits are obtained to conduct the food processing operations. The appeal seeks to have that condition removed so the business could continue operations while the Applicant/Appellant work to complete the required permits. The project site is within the Light Industrial General Plan Designation and Light Industrial Zoning District. (APN: 003-111-019).
