NAPA COUNTY FLOOD CONTROL AND WATERCONSERVATION DISTRICT JOINT ZONE PROJECT NO. 96-1(MAINTENANCE AND WATERSHED MANAGEMENT) NOTICE OF PUBLIC HEARING Pursuant to Section 13.5 of the Napa County Flood Control and Water Conservation District Act (the “Act”), NOTICE IS HEREBY GIVEN AS FOLLOWS: 1. Annual Project Report. On or before March 13, 2026 the District Engineer for the Napa County Flood Control and Water Conservation District (“District”) filed with the Secretary (“Clerk”) of the Board of Directors (“Board”), an Engineer’s Report (“Project Report for 2026-2027”) for Joint Zone Project No. 96-1 (“Project”) which updates for the 2026-2027 Fiscal Year the Project Engineer’s Report (“original Report”) approved by the Board in 1996 when approving the Project and levying assessments to fund the Project for Fiscal Year 1996-97, and which applies the assessment methodology in the original Report to develop proposed assessments for the 2026-2027 Fiscal Year. Reference is made to the Project Report for 2026-2027 on file with the Clerk for specific information regarding the Project status and funding needs for Fiscal Year 2026-2027, the lists of parcels within each of the zones proposed to be assessed on the basis of special benefit to such parcels, the amounts of the proposed 2025-2026 assessments, a statement of the method of apportioning benefit to the parcels to be assessed, and a description of any adjustments made under the previously-approved assessment methodology. 2. Resolution of Intention to Levy Assessments/Setting of Public Protest Hearing. By Resolution adopted on April 21, 2026, following a duly-noticed public hearing, the Board adopted the Project Report for 2026-2027, declared its intention to levy assessments for 2026-2027 and set a public protest hearing for May 12, 2026 at 9:00 a.m. in Room 305 of the Napa County Administration Building, 1195 Third Street, Napa, California. The full text of the Resolution of Intention may be reviewed at the County Executive’s Office, Napa County Administration Building, 1195 Third Street, Room 310, Napa, California. 3. Protest Procedure. Prior to or during the protest hearing on May 12, 2026, any registered voter residing within and any owner of land subject to assessment situated within any of the Project zones may file a written protest with the Clerk stating the reason for the protest. Any such protest filed by a registered voter shall include the name under which the person is registered and the voter’s residential address. Any protest filed by an owner of land subject to assessment shall include the assessor’s parcel number for each affected parcel. Following the hearing and after tallying any protests filed, the Board may levy the assessments proposed for the Project for Fiscal Year 2026-2027 unless the Board determines that written protests have been filed and not withdrawn either by more than 25 percent of the registered voters residing within any affected zone or by the owners of more than 25 percent of the area of land subject to assessment located within any affected zone, or by both, in which case the Board shall either abandon the proceedings with respect to such zone(s) or, by duly adopted resolution, submit the proposed levy of assessments to the qualified electors in the zone or zones from which such protest was received.
