NOTICE OF PUBLIC HEARINGCITY OF NAPACOMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)30-DAY COMMENT PERIODNOTICE IS HEREBY GIVEN that on May 19, 2026, at or after 3:30 p.m. in the City Council Chambers, City Hall, 955 School Street, Napa, California, a public hearing will be conducted by the City Council of the City of Napa regarding the proposed amendment to the federal Community Development Block Grant (CDBG) Annual Plan for Fiscal Year 2025-2026. The primary purpose of the CDBG program is the development of viable communities, decent housing and expanding economic opportunities for persons of low and moderate income.A draft Amended Annual Action Plan will be available for review at the Housing Division, 1115 Seminary Street beginning April 23, 2026, from 8:00 a.m. to 5:00 p.m. Monday through Friday. Copies will also be available at the Office of the City Clerk at 955 School Street. Public comments will be accepted on the funding recommendations and the draft amended plan from April 23, 2026 until May 26, 2026. Written comments should be directed to Jonathen Sakamoto, Housing Division, 1115 Seminary Street, Napa, California 94559 or by email at jsakamoto@cityofnapa.org.Amendments to the Annual Action plan include new funding for one project under the Community Development category. An additional round of funding for the Fiscal Year 2025-2026 was available for qualified applicants to apply for funding from March 6, 2026, until March 27, 2026. The CDBG Citizen’s Advisory Committee met and made funding recommendations on April 6, 2026. The proposed funding adjustments are as follows:(a) Provide funding to Jamboree Housing Corporation in the amount of $869,349 for land acquisition to develop a future affordable housing project at APN 046-050-001. This project will be funded under the Community Development category. This project meets the CDBG National Objective of Low Mod Housing Activities and the City of Napa Priority Need of Affordable Housing as identified in the 2025-2030 Consolidated Plan. It is considered an eligible project under §570.201(a).PLEASE NOTE: Any person challenging any of the above action in Court may be limited to raising only those issues that they or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Napa at, or prior to, the public hearing.Interested persons needing special accommodations or language translation should contact the Office of the City Clerk at 707-257-9503 or email clerk@cityofnapa.org at least three working days in advance of the meeting.
