CITY OF NAPAPLANNING DIVISIONNOTICE OF PUBLIC HEARING845 JEFFERSON STREET BED AND BREAKFAST USE PERMIT AND CERTIFICATE OF APPROPRIATENESSNOTICE IS HEREBY GIVEN BY THE CULTURAL HERITAGE COMMISSION OF THE CITY OF NAPA THAT ON THURSDAY, MAY 14, 2026 AT THE HOUR OF 5:30 P.M. IN THE COUNCIL CHAMBERS, CITY HALL, CITY OF NAPA, 955 SCHOOL STREET, A REGULAR MEETING AND PUBLIC HEARING WILL BE CONDUCTED BY SAID CULTURAL HERITAGE COMMISSION OF THE CITY OF NAPA AT WHICH TIME AND PLACE ALL PERSONS MAY ATTEND AND BE HEARD UPON THE APPLICATION OF:845 JEFFERSON STREET BED AND BREAKFAST USE PERMIT AND CERTIFICATE OF APPROPRIATENESS – 845 JEFFERSON STREET (PL25-0102) An application for a Use Permit to convert the structure into four (4) guest room bed and breakfast inn and for a Certificate of Appropriateness Permit to allow major modifications to a Local Landmark with contributing status to the First and Jefferson Potential Historic District including installation of new windows, doors, and railings; the relocation of existing doors and windows; and the restoration of missing historic features including a chimney and unoriginal windows. The property is located within the Commercial Office (OC) and Traffic Impact (TI) Overlay Zoning Districts (APN: 002-175-019) (O’Neill)CEQA DETERMINATION: Staff has determined that the project is exempt from the California Environmental Quality Act (CEQA) pursuant to Section 15301 of the CEQA Guidelines which exempts the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment or topographical features, involving negligible or no expansion of existing or former use, and Section 15331, which exempts the maintenance, repair, stabilization, rehabilitation, restoration, preservation, conservation or reconstruction of historical resources in a manner consistent with the Secretary of the Interior's Standards for the Treatment of Historic Properties..RECOMMENDED ACTION: Staff recommends that the Cultural Heritage Commission forward a recommendation to the Planning Commission and City Council to adopt a resolution approving a Use Permit to allow the conversion of the structure to a bed and breakfast inn with four (4) guest rooms and a Certificate of Appropriateness to allow alterations to a Local Landmark within a Potential Historic District and determining that Project is exempt from the California Environmental Quality Act (CEQA).Interested persons needing special accommodations or language translation should contact Mayra Espinoza at (707) 257-9689 or email mespinoza@cityofnapa.org at least three working days in advance of the meeting.
