OAKLAND UNIFIED SCHOOL DISTRICT GOVERNING BOARD NOTICE OF PUBLIC HEARING DISTRICT SOLAR PHOTOVOLTAIC (PV) PROJECTS NOTICE is hereby given, pursuant to California Government Code Section 4217.10 et seq., that the Oakland Unified School District ("OUSD") is considering the award of two separate energy service contracts to Willdan Energy Solutions, Inc. ("Willdan"), Anaheim, CA, relating to OUSD solar photovoltaic ("PV") infrastructure. One proposed Agreement consists of the construction, commissioning, and maintenance of new solar PV systems at seven District-owned sites: Marcus Foster Leadership Center, East Oakland Pride Elementary School, Fremont High School, Glenview Elementary School, Prescott Elementary School, Think College Now Elementary School, and Claremont Middle School. The second proposed Agreement involves the recommissioning/ repair of existing inverters at sixteen District-owned sites: Brett Harte Middle School, Castlemont High School, Edna Brewer Middle School, Havens Court Middle School, Rudsdale Continuation High School (formerly King Estates Middle School), West Oakland Middle School (formerly Lowell Middle School), McClymonds High School, Montera Middle School, Oakland High School, Oakland International High School, Oakland Technical High School, Roosevelt Middle School, Sankofa United Elementary School, Skyline High School, Westlake Middle School, and Madison Park Academy. NOTICE is further given, that pursuant to California Government Code Section 4217.12, the Governing Board of the Oakland Unified School District ("Governing Board") will hold a Public Hearing to consider awarding the referenced energy service contracts to Willdan. The Public Hearing will be held at 7:00 P.M., or as soon thereafter as the matter may be heard, on Wednesday, May 27, 2026, by the Governing Board at a Regular Meeting, in the Great Room, La Escuelita Elementary School, 1050 2nd Avenue, Oakland, CA (entrance at or near 286 East 10th St. Oakland, CA). The Public Hearing, as stated herein, will be held in-person, at the location stated above and, from the location, Internet Streamed - Zoom and/or Granicus; and/or Broadcasted - KDOL-TV (Comcast Channel 27 and/or AT&T Channel 99) (simultaneously). In order to make the award of the energy service contracts, the Governing Board is required to make findings that the cost to OUSD to implement the energy related improvements per the energy service contracts will be less than the anticipated marginal cost to OUSD of electrical or other energy that would have been consumed by OUSD in the absence of purchasing the energy improvements under the energy service contracts.
