CITY OF OCEANSIDE NOTICE OF PUBLIC HEARING AMENDMENT ONE TO THE CONSOLIDATED AND ANNUAL ACTION PLANS TO ESTABLISH A PREFERENCE FOR INDIVIDUALS WITH SPECIAL NEEDS (I.E, HOMELESS PERSONS) FOR THE TENANTBASED RENTAL ASSISTANCE PROGRAM, UPDATE THE DEFINITION OF SUBSTANTIAL AMENDMENT IN THE CITIZEN PARTICIPAN PLAN, AND AWARD AN ADDITIONAL $300,000 TO AN EXISITING CDBG FUNDED CAPITAL IMPROVEMENT PROJECT NOTICE IS HEREBY GIVEN that the referenced documents will be discussed during a public hearing of the Oceanside City Council on Wednesday, May 20, 2026, at 6:00 p.m. or, soon thereafter, in the Council Chambers, 300 North Coast Highway, Oceanside, California, to consider the following matter: AS A RECIPIENT OF U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) GRANT FUNDING, THE CITY OF OCEANSIDE IS REQUIRED TO NOTIFY THE PUBLIC OF SUBSTANTIAL AMENDMENTS OF THE COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) PROGRAM. THE THREE ACTIONS ARE LISTED BELOW: 1. AMEND THE 202529 CONSOLIDATED AND 202526 ANNUAL ACTION PLANS TO ESTABLISH A PREFERENCE FOR INDIVIDUALS WITH SPECIAL NEEDS (I.E, HOMELESS OR NEAR HOMELESS) FOR THE TENANTBASED RENTAL ASSISTANCE PROGRAM; 2. UPDATE THE DEFINITION OF SUBSTANTIAL AND MINOR AMENDMENT IN THE CITIZEN PARTICIPATION PLAN AND; 3. AWARD AN ADDITIONAL $300,000 OF CDBG DOLLARS TO COMPLETE THE NECESSARY IMPROVEMENTS TO THE CROWN HEIGHTS RESOURCE CENTER, AN EXISITING CAPITAL IMPROVEMENT PROJECT. THIS WILL INCREASE THE CDBG INVESTMENT FROM $800,000 TO $1,100,000. PUBLIC REVIEW AND COMMENTS: NOTICE IS GIVEN THAT THE City of Oceanside will initiate a 30day public comment period for the Amendment to the 202529 Consolidated and 202526 Annual Action Plans to establish a preference for individuals with special needs for those at imminent risk of housing loss or displacement, including those who have received an eviction notice, experienced a significant loss of income or financial hardship, or whose existing rental assistance is scheduled to end (i.e., Section 8 Emergency Housing Voucher (EHV) participants). Additional priority may be given to individuals or households currently experiencing homelessness who are being assisted through the City's Encampment Resolution Fund Program and are transitioning into permanent housing, including those residing in emergency shelters, safe havens, or places not meant for human habitation; and update the definition of Substantial Amendment in the Citizen Participation Plan; and award an additional $300,000 to an existing CDBG funded Capital Improvement Project. Crown Heights Building Improvement Capital Improvement Project (CIP) that increases total CDBG investment to $1,100,000. Total Construction cost is $5,365,866.00 The Public Review Period is from April 21, 2026, through May 20, 2026. The purpose of the review period is to provide the public an opportunity to comment on the planned activities. Copies of the Plans are available at the following locations in the City of Oceanside: Oceanside Public Library (330 North Coast Highway), Mission Branch Library (3881B Mission Avenue), City Clerk's Office (300 North Coast Highway), and the Housing and Neighborhood Services Department (321 North Nevada Street).
