PUBLIC HEARING NOTICE AND NOTICE OF INTENT TO ADOPTA MITIGATED NEGATIVE DECLARATION NOTICE IS HEREBY GIVEN that the Tehama County Planning Commission will hold a Public Hearing commencing on Thursday, May 21, 2026, at 9:00 a.m. at the Board of Supervisors Chambers, Administration Building, 727 Oak Street, Red Bluff, California on the matter(s) below. All interested person(s) are invited to attend and be heard. Please be advised if you challenge one of the item(s) below in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Tehama County Planning Department (530-527-2200, planning@tehama.gov), 444 Oak Street, Room "I", Red Bluff, California 96080 at, or prior to, the public hearing. Use Permit 23-01 (Cottonwood Investment Group, LLC) NE Corner of Interstate 5 and Hooker Creek Road, APNs 007-080-029, -065, & -066: A request to construct and operate the "Cottonwood Travel Center" project, consisting of an auto and truck station (including EV charging stations and a convenience store with integrated restaurant and services), commercial truck storage, a commercial vehicle maintenance/repair shop, and two drive-through fast food restaurants. More particularly, the project includes approximately: 43 fueling stations (8 high-speed dual-sided truck pumps, 24 covered automobile pumps, 4 covered RV pumps, and 7 truck EV fast-charging stations); a 15,000 s.f. building containing a convenience store, a 5,000 s.f. sit down restaurant, showers, and other services; a 4,700 s.f. truck maintenance/repair shop; a truck scale; two restaurant pad sites with a total of 8,000 s.f. of restaurant building split between them, optionally with drive-throughs; a 1,500 s.f. restroom building; 164 day and/or overnight commercial tractor & trailer stalls; 38 medium/heavy truck or tractor-only stalls; 187 auto parking spaces (35 of which have EV charging); 22 RV spaces; and a dual purpose solar energy system, all on 28.97 acres. Additional truck and auto parking spaces are EV charging capable, and will be upgraded with chargers depending on market demand. The project also includes a well located on the western edge of the site, three storage tanks containing over 528,000 gallons of potable water, a 1.6 acre stormwater detention basin, and approximately 2 acres dedicated to wastewater treatment. The project site is designated General Commercial on the General Plan Land Use Map, and located in a PD Planned Development zoning district. Project Location: The project is located on the northeast corner of the I-5 northbound offramp and Hooker Creek Road, between Auction Yard Road and Snively Road, approximately 5.7 miles south of the Shasta/Tehama County line and the community of Cottonwood, California. The property is accessed from Hooker Creek Road, and Auction Yard Road adjacent to the I-5 northbound onramp. The site is identified as APNs 007-080-029, -065, & -066, and is in a portion of Section 11, Township 28N, Range 4W, M.D.B. & M. An initial study for environmental review has been prepared for the project. Based upon the information contained within the initial study, Planning staff is recommending that a Mitigated Negative Declaration (MND) and Mitigation Monitoring Program (MMP) be adopted for the project pursuant to the California Environmental Quality Act (CEQA). An MND is a determination that a project will not have a significant impact on the environment with the incorporation of specified mitigation measures. A 45-day public review period was previously conducted on the proposed MND from October 14th, 2025 to November 29th, 2025.
