NOTICE OF PUBLIC HEARING BY THE SHASTA COUNTY AIRPORT LAND USE COMMISSION This notice is being provided pursuant to applicable law. Eric Bullert has requested that the Shasta County Airport Land Use Commission (ALUC) consider ALUC 26-0001 to determine whether the applicant’s proposed City of Redding General Plan amendment (GPA-2025-00868) and zone amendment (RZ-2025-00867) applications are consistent with the Comprehensive Land Use Plan (CLUP), otherwise referenced by the California Airport Land Use Planning Handbook as an Airport Land Use Compatibility Plan (ALUCP), for the Redding Regional Airport. The amendments from the General Commercial (GC) to the General Industry (GI) General Plan land use designation and zone district are proposed to facilitate the development of a contractor’s storage yard under a proposed site development permit (SDD-2025-00869). Site development would consist of grading and graveling of the project site to accommodate outdoor storage of contractor’s materials and equipment. No buildings are proposed. The project site consists of two approximately one-acre parcels located approximately 350 feet west of the intersection of Meadowview Drive and Lockheed Drive and accessed from a driveway at 3609 Meadowview Drive, Redding, CA 96002 (Assessor Parcel Numbers 056-590-038-000 and 056-590-032-000). Staff Planner: Elisabeth Towers. The ALUC of the County of Shasta, State of California, will hold a public hearing to determine whether the applicant’s proposed City of Redding General Plan amendment (GPA-2025-00868) and zone amendment (RZ-2025-00867) applications are consistent with the Redding Regional Airport CLUP. The public hearing to consider the consistency determination will be held on Thursday, May 7, 2026, with the session beginning at 2:00 p.m., or as soon thereafter as the business of the ALUC will allow. The hearing will be held in the Board of Supervisors Chambers located in the Shasta County Administration Center at 1450 Court Street, Room 263, Redding, CA. The ALUC Consistency Determination (ALUC26-0001) does not meet the definition of a "project" as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines). The County of Shasta is the lead agency responsible for carrying out ALUC26-0001 and has determined the consistency determination is not subject to the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15060(c)(3) which states that an activity is not subject to CEQA if the activity is not a project as defined in CEQA Guidelines Section 15378. ALL INTERESTED PARTIES are encouraged and invited to submit written comments regarding the proposed action or be present at the public hearing to be heard regarding the action to be considered including, but not limited to, the finding that CEQA does not apply to the proposed action. To ensure consideration by the ALUC, all written material concerning the proposed project should be submitted to the Department of Resource Management, Planning Division, 1855 Placer Street, Suite 103, Redding, California 96001 as soon as possible and no later than three days prior to the hearing. All items presented to the ALUC before or during a public hearing, including but not limited to, letters, e-mails, petitions, photos, or maps, become a permanent part of the record and must be submitted to the Secretary of the ALUC. It is advised that the presenter bring eight copies of anything presented to the ALUC and that the presenter create copies in advance for their own records. Persons wishing to submit comments or appear before the ALUC are encouraged to first contact the staff planner listed for the project. Please note that any challenge of the proposed action in court may be limited to addressing only those issues raised at the public hearing described in this notice, or in written correspondence delivered to the ALUC at, or prior to, the public hearing.
