Early Notice and Public Review of a Proposed Activity in a Wetland To: All interested Agencies, Groups and Individuals This is to give notice that the City of Redding has determined that a portion of the following proposed action being funded under a Community Development Block Grant-Disaster Recovery program Infrastructure grant (CDBG-DR-INF), Grant Number 18-DRINFRA-18007, is located in a wetland, and the City of Redding will be identifying and evaluating practicable alternatives to locating the action within the wetland and the potential impacts on the wetland from the proposed action, as required by Executive Order 11990 and in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project is located at 850 Quartz Hill Road in the City of Redding, Shasta County. The Project is the preparation of a Tentative Map and for the development of infrastructure and grading that would support a 120-lot single-family housing development at the site (APN 115-170-001) within the Redding city limits in Shasta County, California. The City was awarded CDBG-DR-INF funds to complete this Project in response to the 2018 Carr Fire. The project will impact a small amount of potentially jurisdictional Fresh Emergent or Seasonal wetlands which serve as a natural detention basin and provide groundwater recharge: 0.134 acres of wetland features have been identified of which approximately 8% will be impacted by the proposed grading and fill for construction of a road crossing. The wetland area to be impacted currently serves as a natural detention basin and the proposed grading and fill while eliminating some wetland will affect the hydrology of the area and result in an increase in the overall size of the wetland area serving as a natural detention basin – more wetland area will be created than the wetland area to be eliminated and the natural detention basin will increase in size. There are three primary purposes for this notice. First, people who may be affected by activities in a wetland and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the wetland. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about wetlands can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in a wetland, it must inform those who may be put at greater or continued risk.
