Public Hearing Notice Salinas Planning Commission Wednesday, May 6, 2026 at 4:00 p.m. Salinas Council Chamber Rotunda 200 Lincoln Avenue, Salinas CA Milestone Housing Group, on behalf of Housing Authority of the County of Monterey, has applied for approval of a Planned Unit Development Permit to construct 88 multifamily units (87 affordable/one manager unit), consisting of five (5) three-story residential buildings, a 2,400-square-foot leasing and amenity building, and a Conditional Use Permit to construct a 4,335-square-foot daycare facility, for a total of seven (7) buildings on a 4.59-acre site located at 200 Casentini Street in the Residential High Density Flood Overlay (R-H-2.1 - F) Zoning District. A public hearing will be held before the Salinas Planning Commission on Wednesday May 6, 2026 at 4:00 p.m. in the Council Chamber Rotunda, 200 Lincoln Avenue, Salinas to consider Planned Unit Development 2025-003 (PUD 2025-003) amending Planned Unit Development Permit 1992-006 (PUD 1992-006) for the 88 unit residential buildings, and Conditional Use Permit 2025-025 (CUP 2025-025) for the daycare facility. The environmental impacts of this project have been analyzed in accordance with the California Environmental Quality Act (CEQA). The Amendment to the Planned Unit Development has been determined to be exempt from CEQA per Sections 15165 (Multiple Phased Projects) and 15332 (In-fill Development) of the CEQA Guidelines. The Conditional Use Permit has been determined to be exempt per Sections 15332 (In-fill Development) and 15303 (New Construction or Conversion of Small Structures) of the CEQA Guidelines. If you challenge the final decision on PUD 2025-003 and/or CUP 2025-025 in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, subsequent hearings, or in written correspondence delivered to the reviewing body at, or prior to, the public hearings. Subject to exhaustion of administrative remedies, Code of Civil Procedure Section 1094.6 requires you to initiate such a proceeding in court within 90 days of the final decision in this matter.
