NOTICE OF PUBLIC HEARING FORCITY OF YORBA LINDA PLANNING COMMISSIONNOTICE IS HEREBY GIVEN that the Planning Commission of the City of Yorba Linda will hold a public hearing in the City Council Chambers, 4845 Casa Loma Avenue, Yorba Linda, California, on Wednesday, May 27, 2026 , at 6:30 p.m. or as soon as possible thereafter, to consider the following project described below: PUBLIC HEARING RE: ZONING CODE AMENDMENT 2026-02 – CITY OF YORBA LINDA
Subject : Amendment to Title 18 (Zoning) of the Yorba Linda Municipal Code (YLMC) pertaining to housing development in compliance with the City’s Housing Element of the General Plan and with State law.
Proposal : The proposed amendments to the Zoning Code are related to housing development regulations and procedures consistent with the Housing Element Implementation Programs and are being initiated by the City. The proposed changes include amending Chapters 18.04 (Definitions), 18.17 (Overlay Zones), 18.19 (Density Bonuses, Waivers, and Incentives), 18.20 (Special Uses and Conditions), and 18.36 (Administration). Additionally, the amendment would add new Chapter 18.21 (Lot Consolidation Incentives). The Planning Commission will consider the proposed amendments and make a recommendation to City Council on whether the proposed amendments should be adopted.

Environmental Determination : The proposed amendments to the Zoning Code are exempt from the provisions of the California Environmental Quality Act (hereinafter “CEQA”) pursuant to Section 15601(b)(3) of the California Code of Regulations, Title 14, Chapter 3, in that the City has determined that the proposed project will have no significant effect on the environment.
Documents Available for Review: A draft of the amendments to the Zoning Code, a staff report and a proposed Resolution of the Planning Commission will be made available for public review in advance of the meeting at City Hall (4845 Casa Loma Avenue, Yorba Linda) and on the City’s website at www.yorbalindaca.gov.
ALL INTERESTED PERSONS are invited to attend the Hearing and express opinions upon the items listed above.
IF YOU CHALLENGE the nature of this proposed action in court, you may be limited to raising only those issues you or someone else raised at the Public Hearing described in this Notice, or in written correspondence delivered to the YORBA LINDA PLANNING COMMISSION at, or prior to, the Public Hearing.
