CONTRACT FOR PROFESSIONAL
SURVEYING SERVICES
The City of Avon Park, Florida, in conformance with the Consultants Competitive Negotiations Act (CCNA), Florida Statutes Section 287.055, et seq., and the policies and procedures of the City of Avon Park, is soliciting statements of qualifications from qualified professional surveying firms that are interested in providing general surveying services for studies, design, plans production, construction management, and for other miscellaneous engineering, public works, and planning projects.
The City intends to award continuing services contracts to multiple firms, consisting of a one (1) primary and one (1) secondary firm deemed to be the most highly qualified to perform the required services. In determining whether a firm is qualified, the City shall consider such factors as the ability of professional personnel; past performance; willingness to meet time and budget requirements; location; recent, current and projected workloads of the firms.
The selected firms will provide surveying services to the City on an as-needed basis, based upon task orders to be issued by the City under the continuing services contract. The contract shall be automatically renewed on an annual basis, unless terminated by the City in writing, for a maximum of five (5) years from the date of execution.
Task orders may be assigned to the primary or secondary firm at the sole discretion of the City. While the City may initially consider the primary firm for assignments, nothing herein shall be construed to create any priority right, guarantee of work, or expectation of assignment to any firm.
Firms interested in providing services shall submit one (1) original, one (1) hard copy, and one (1) digital copy in PDF format on a USB drive.

Submittals must be received no later than Thursday, June 11, 2026 at 2:00 P.M.(EST). Late submittals will not be accepted and will be returned unopened. The City is not responsible for delays caused by mail, courier, or any other delivery method.
Faxed, emailed, or otherwise electronically transmitted submissions will not be accepted.
All questions regarding this RFQ shall be submitted in writing to Andy Mogle via email at amogle@avonpark.city. Questions must be received no later than Thursday, May 28, 2026 at 5:00 P.M. (EST).
Submittals will be publicly opened at the time and location specified for receipt; however, no evaluation or ranking will occur at that time. Responses to questions will be provided in writing and may be issued in the form of addenda. Firms are responsible for monitoring all addenda issued by the City. Failure to acknowledge addenda may result in the submittal being deemed non-responsive.
Pursuant to Section 287.05701, Florida Statutes, the City may not request documentation of or consider a vendors social, political, or ideological interests when determining if the vendor is a responsible vendor, or give preference to a vendor based on the vendors social, political, or ideological interests.
Pursuant to Section 287.133(2)(a), Florida Statutes, interested firms who have been placed on the convicted vendor list following a conviction for public entity crimes may not submit a proposal on a contract to provide services for a public entity, may not be awarded a consultant contract, and may not transact business with a public entity for services the value of which exceeds $35,000 for a period of 36 months from the date of being placed on the convicted vendor list.
