Notice is hereby given that the City of Cocoa, Florida, will accept sealed proposals for a new Enterprise Resource Planning (ERP) System. Submittals must be delivered to the office of the Procurement and Budget Manager, located at 65 Stone St., Cocoa, Florida 32922. Proposals must be received no later than 4:30 PM EST, June 30, 2026. Submittals shall include one (1) unbound original and one (1) USB flash drive. Proposals will be publicly opened shortly thereafter in the Cocoa City Hall 3rd Floor Conference Room.

The City of Cocoa is seeking a modern, integrated, and comprehensive ERP solution to replace its aging legacy systems. The scope includes, but is not limited to: Financial Management, Human Resources/Payroll, Utility Billing, Community Development (Permitting/Licensing), and Asset/Work Order Management. The Citys preference is for a highly integrated "Single Vendor" or "Lead Vendor" software-as-a-service (SaaS) solution.
NON-MANDATORY PRE-PROPOSAL CONFERENCE: A virtual pre-proposal conference will be held on June 8, 2026 at 10:00AM EST. Date and time subject to change. Meeting access instructions will be posted to the Citys bidding system detailed below.

All services performed shall be in accordance with the specifications in the solicitation, which may be examined at the office of the Purchasing Manager, located at 65 Stone St., Cocoa, Florida 32922. The solicitation documents are available on-line at no charge via the City of Cocoa online bidding platform, http://www.myvendorlink.com, and posted as public notice on the Citys website. Vendors must be registered through Vendor Link to download the solicitation documents. The City reserves the right to reject any or all bid/proposals, with or without a cause; to waive technical errors and informalities; and to award proposals to the highest rated responsive and responsible bidder. One or more of the City Council members may be present at the bid/proposal opening.
