Legal Notice to Bidders ITB #26-01 Demolition Services for Federally Funded Projects Notice is hereby given that the City of Port Orange is soliciting bids for ITB #26-01 Demolition Services for Federally Funded Projects. Bids will be accepted in the City Clerks office, Port Orange City Hall, 1000 City Center Circle, Port Orange, Florida 32129 until 1:30 PM Eastern Standard Time (EST) on MAY 15, 2026 which may be amended by addendum issued by the City. All untimely bids will not be considered and will be returned to the Bidder unopened. All bids will be evaluated to ensure they contain all required forms in order to deem the Bidder responsive or non-responsive. Bids will be opened and read aloud at 1:30 PM EST in Council Chambers. There will be a Non-mandatory Pre-Bid Conference for the project at 12:00 PM EST on APRIL 24, 2026 at City Hall, Council Chambers (1st floor), 1000 City Center Circle, Port Orange, FL 32129. The representative of each Bidder shall be an authorized employee of the Bidder and MUST sign in accordingly. Bidders are urged to obtain bid documents and familiarize themselves with the documents prior to the pre-bid conference. DESCRIPTION: THE CITY IS SOLICITING DEMOLITION CONTRACTORS TO DEMOLISH VARIOUS PROPERTIES UNDERGOING MITIGATION DUE TO FLOODING. THESE MITIGATION PROJECTS UTILIZE STATE, FEDERAL AND LOCAL FUNDING. FEDERAL FUNDING TYPICALLY COMES FROM U.S HOUSING AND URBAN DEVELOPMENT (HUD) COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ENTITLEMENT AND/OR DISASTER RECOVERY (DR) AND THE DEPARTMENT OF HOMELAND SECURITY (DHS) FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA). Bidders must be a commercial entity licensed to do business in the State of Florida and perform the services identified herein. Bidders must be properly registered and licensed to provide the services identified in the scope of work by all applicable state and local agencies. Bidder must include with their submittal a bid guarantee in the form of a bid bond executed by the Bidder and an acceptable surety or a certified check or bank draft payable to the City of Port Orange, Florida in an amount equal to five percent (5%) of the proposed bid. If awarded, the Bidder must also be able to obtain both payment and performance bonds equal to one hundred percent (100%) of the project value from a surety company licensed in Florida and must submit proof of their present bonding capacity with their submitted bid package in the form of a current (not older than 3 months) letter from Bidders bonding agent. Bidders failure to include the bonding capacity letter with bid package may result in rejection of Bidders submittal. All bids are solicited and shall be made pursuant to the Code of Ordinances, City of Port Orange, Chapter 2, Article VI, Division 2, Section 2-263, and all bids will be evaluated in accordance with Chapter 2, Article VI, Division 2, Section 2-266. Code of Ordinances, City of Port Orange is on file in the Office of the City Clerk, City Hall, 1000 City Center Circle, Port Orange, Florida 32129 and at www.municode.com. Copies of the bid documents, requirements, scope of service and all other pertinent information necessary to submit a complete package may be obtained electronically from the City of Port Orange Purchasing web page at www.port-orange.org/bids.aspx and DemandStar via their website at www.demandstar.com. All questions shall be directed in writing to RITA COOPER, BUYER, RCOOPER@PORT-ORANGE.ORG and purchdiv@port-orange.org and reference Questions on ITB 26-01 Demolition Services for Federally Funded Projects in the subject line. Last day for questions will be MAY 1, 2026, by 5:00 PM EST. The Cone of Silence begins with the issuance of the solicitation document and continues until City Council meets to make a final decision on an award. During this time Bidders, suppliers, contractors and sub-contractors are prohibited from all communications regarding the solicitation with City staff, City consultants, City legal counsel, City agents, or elected officials. Any Bidder who initiates any discussions or attempts to influence a member or members of the aforementioned shall be disqualified from continued participation in the procurement process with regard to that particular solicitation.
