NOTICE TO BIDDERS/INVITATION FOR BIDS
The Sanford Airport Authority, hereinafter called "Owner," hereby requests sealed bids for the "MIDFIELD UTILITY INFRASTRUCTURE PROJECT (Project), at ORLANDO SANFORD INTERNATIONAL AIRPORT.
The project can be generally described as:
The project is located along South Beardall Avenue and Moores Station Road in Sanford FL. The proposed utilities will be installed by the Sanford Airport Authority (SAA) and ultimately turned over to the City of Sanford. The force main will tie into an existing 8" stub at E. Lake Mary Blvd. The water main will tie into a 10" water main within the Airport fence and a 12" water main located on E. Lake Mary Blvd. Along with the utility installation, the project includes clearing and grading of Airport owned property located at the intersection of S. Beardall Avenue and Moores Station Road.
Key Technical Scope:
* Water Main: 6,400 LF of 12" PVC/14 HDPE (tying into 10" and 12" existing mains).
* Force Main: 5,400 LF of 4" PVC/HDPE (tying into an 8" stub at E. Lake Mary Blvd).
* Appurtenances: Installation of fire hydrants, tapping sleeves, valves, flushing connections, and services

Site Work & Logistics:
* Clearing & Grading: Removal of 170 trees, plus shrubs and brush, along S. Beardall Ave and Moores Station Road.
* Restoration of Right of Way: All right of way roadway and green space restoration must meet Seminole County standards.
* Utility Coordination: Critical coordination required with FPL (including the removal of two poles) and Spectrum.
* Site Constraints: Work spans City of Sanford and Seminole County jurisdictions; includes fence removal/restoration and crossings under existing pavement.
* Gopher Tortoise Relocation: Relocation of existing gopher tortoises encountered along utility installation area.
Electronic Sealed Bids will be accepted on the Sanford Airport Authoritys online procurement webpage up to 2:00 pm, local time, June 4, 2026 , at which time all bids received will be publicly opened, the contents noted and read aloud. The opening will take place at the Sanford Airport Authority, 2nd Floor Boardroom, 1200 Red Cleveland Blvd., Sanford, FL 32773.
On and after April 30, 2026 , Bid Documents will be available electronically and may be obtained on the Sanford Airport Authoritys webpage: https://flysfb.com/procurement/solicitations/ or by contacting Roberta Stanton, Director of Procurement, Phone: 407-585-4013; Email: procurement@osaa.net (hard copies are not available) . Bidders must be registered through OpenGov/ProcureNow on the Sanford Airport Authoritys online procurement webpage at https://www.flysfb.com/procurement to be eligible to submit a Bid for the project. A complete examination and understanding of the drawings and specifications contained in the Bid Documents is necessary in order for the Bidder to properly submit a Bid. The Bid Documents also include a detailed set of Instructions to Bidders. All Bids shall be prepared in accordance with the Instructions to Bidders. The failure to comply with any requirement contained in the Bid Documents may result in the rejection of the Bid as non-responsive or a finding that the Bidder is not qualified for this Project.
A MANDATORY Pre-Bid Conference will be conducted at the Orlando Sanford International Airport, Sanford Airport Authority Boardroom, 1200 Red Cleveland Boulevard, Sanford, Florida 32773 on May 11, 2026 at 1:00 p.m., local time. A Site Inspection will be conducted immediately following the Pre-Bid Conference. The Pre-Bid Conference is the primary opportunity that Bidders will have to address with the Owner questions about the Project, the Contract Documents, and the Owners security requirements.
A Bid Security in the amount of five percent (5%) of the sum of the Total Bid Price will be required for this Project. Exact Bid Guarantee period requirements are defined in the Instructions to Bidders.

The Sanford Airport Authority, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 USC 2000d to 2000d-4) and the Regulations, hereby notifies all bidders or offerors that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises and airport concessions disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, national origin, creed, sex, age, or disability in consideration for an award.
